Osakidetza's Security and Connection leadership remains vacant after two candidates were rejected
Por FactBox Admin

Osakidetza-Basque Health Service has left vacant the service head position in the area of Security and Liaison, a sensitive post within the general directorate of Osakidetza. Josune Retegi Ormazabal, Director of People and Talent, has declared the call void through Resolution 1524/2026, which was called via Resolution 582/2026 on April 8, because neither of the two candidates met the requirements. The decision was published in issue 193 of the Official Gazette of the Basque Country, on October 8, 2026, with official reference 2026/4159.
The call was made through Resolution 582/2026 on April 8, 2026, and was published in the OGB, issue 72, on April 20 of the same year. The position was to be filled by free designation: it was not a competitive examination, but rather a procedure for the directorate to propose and appoint candidates.
The free designation system is used for certain specific positions and does not involve a points-based competition; candidates apply and the competent body selects the most suitable one. This procedure, however, requires meeting the objective conditions specified in the call, and if those conditions are not met, the call may remain vacant.
The position is a service headship within the general directorate of Osakidetza, in the area of Security and Liaison. This area combines the internal security of the organization with liaison and coordination with external entities, and is located within the central structure of the general directorate. Therefore, the impact that remaining vacant may have on the functioning of the directorate is significant.
Two candidates and failure to meet requirements
Following the call, two candidates registered to fill the position. According to the resolution, neither met the requirements established in the call, and therefore the position has remained vacant.
- Registered candidates: two.
- Candidates who met the requirements: none.
- Result: the position remains vacant.
The resolution does not specify which exact requirement was not met, nor the names of the candidates. Therefore, it does not provide the identity of the candidates, nor the specific reasons for the rejection.
Content of the resolution and appeal
Resolution 1524/2026, dated September 15, 2026, has two main sections. In the first, it voids the call and leaves the position vacant. In the second, it establishes the possibility of filing an appeal against the resolution.
- Type of appeal: administrative appeal (recurso de alzada).
- Body for submission: General Director of Osakidetza-Basque Health Service.
- Period: one month, starting from the day following the publication of the resolution.
- Legal basis: Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
The resolution was signed in Vitoria-Gasteiz on September 15, 2026, by Josune Retegi Ormazabal, Director of People and Talent of Osakidetza-Basque Health Service.
Publication and procedure
The resolution has been published in the Official Gazette of the Basque Country, issue 193, on October 8, 2026, in Section I (Authorities and Personnel), in the section for Oppositions and competitions. The official reference is 2026/4159.
The publication has legal consequences: from that point forward, the one-month period to file an appeal begins, and the resolution becomes a firm administrative act.
The vacancy of a sensitive position affects the structure of Osakidetza’s general directorate, especially regarding matters related to security and institutional links. A new call must be made to fill the position, or another temporary formula used, which entails additional time and management burden.
