Ortega and Murillo grant full powers to the ambassador in South Africa

The Government of Nicaragua granted full powers to Ambassador Danilo Javier Chang Cash to sign the United Nations Convention on Negotiable Electronic Transferable Records. The decision is contained in Presidential Agreement No. 136-2026, signed on October 14, 2026, and published on Thursday, October 15, in La Gaceta, Official Gazette No. 189, in the Government House section, page 9870.
The instrument was issued by the Presidency of the Republic, led by Co-President Daniel Ortega Saavedra and Co-President Rosario Murillo Zambrana, “in exercise of the powers conferred upon them by the Political Constitution.” The agreement opens the summary of the edition under the heading Government House and is the first document appearing in the official gazette of that day.
What the agreement authorizes
The text is organized into three articles that establish the scope of the authorization:
- Article 1: grants full powers to Ambassador Danilo Javier Chang Cash, in his capacity as Ambassador Extraordinary and Plenipotentiary of the Republic of Nicaragua to the Government of the Republic of South Africa, so that “acting in the name and representation of the Government of the Republic of Nicaragua,” he may sign the United Nations Convention on Negotiable Electronic Transferable Records.
- Article 2: establishes that the certification of the agreement itself “is sufficient to prove the authority” of the ambassador to act on behalf of the Government.
- Article 3: provides that the agreement takes effect as of its date and orders its publication in La Gaceta, Official Gazette.
The document was signed at the Government House, in the city of Managua, on the fourteenth day of October of the year two thousand twenty-six, by Daniel Ortega Saavedra and Rosario Murillo Zambrana, in their roles as Co-President and Co-President of the Republic of Nicaragua.
The basis of the appointment
The authorization is expressly based on Presidential Agreement No. 57-2024, approved on April 25, 2024, and published in La Gaceta, Official Gazette No. 75 on April 29, 2024, which accredited Danilo Javier Chang Cash as Ambassador Extraordinary and Plenipotentiary to the Government of the Republic of South Africa.
The new agreement does not modify that diplomatic representation: it invokes it as the title that supports the ambassador’s status and adds, on that basis, the specific authority to sign the treaty. Nor does it detail the content of the convention or set deadlines for the signing.
A recurring instrument of use
The Executive has employed the same mechanism in recent dates to enable the signing of international instruments by officials and military chiefs. On October 2, 2026, La Gaceta, Official Gazette No. 180 published a presidential agreement that granted full powers to Brigadier General Efrén Alejandro Marín Serrano, Chief of the Nicaraguan Army Air Force, to sign an air services agreement with the Kingdom of Saudi Arabia.
In both cases, the formula is identical: the certification of the presidential agreement suffices as proof of the designee’s authority, and the instrument enters into force from its own date of issuance.
The publication is of interest to foreign trade operators, customs agents, and logistics and port companies, because the convention authorized for signature regulates negotiable transport documents—that is, the titles that back goods in transit and circulate among exporters, carriers, and financial entities. With the full powers granted, Ambassador Danilo Javier Chang Cash is empowered to commit Nicaragua’s signature to that instrument on behalf of the State.
