Once nuevos bomberos aprueban la oposición para reforzar el servicio de extinción

The Counselor of Presidency and Governance, Alberto Ramón Gaitán Rodríguez, has made public the final list of the eleven successful candidates in the call for the provision of eleven Firefighter positions for the Autonomous City of Ceuta. The resolution, a decree dated October 30, 2026, appears published in the Official Gazette of the Autonomous City of Ceuta (BOCCE) number 6,667, of November 6, 2026, in the Authorities and Personnel section, with order number 739 and page reference 3792. With this step, the selection process is closed and the period opens for candidates to join as trainee civil servants in the Fire Extinction and Rescue Service (SEIS).

Eleven positions from the 2022 and 2023 offers

The positions correspond to the Special Administration Scale, Special Services Subscale, Fire Extinction Service Class, Firefighter Category, Group C, Subgroup C1, Level 18, and are filled through the open competitive examination system. They are linked to the Public Employment Offers of the years 2022 and 2023 and to existing vacancies in the City’s civil servant staff.

The decree states that the final list of successful candidates was submitted to the General Directorate of Human Resources and Administration, the competent body in personnel matters, following the holding of the call. This act exhausts the administrative route.

The eleven successful candidates and their scores

According to the order in which they appear in the decree, the successful candidates and their scores are:

  • Juan de Dios Galán Moreno: 18.730
  • Mihai Ángel Bargaoanu Bargaoanu: 18.250
  • Raúl Escotto Bejar: 18.213
  • Jorge Moreno Zurrón: 18.163
  • Javier García Sanz: 18.063
  • José Luis Morales Palomino: 17.713
  • Luis Llodra Merelo: 17.690
  • Guillermo Pérez Flores: 17.573
  • Abdeljakim Ahmed Mohamed: 17.517
  • Jorge Javier González Rodríguez: 16.697
  • Rubén Villena Traverso: 16.790

Twenty calendar days to submit documentation

According to Base 10 of the call, successful candidates have a period of twenty calendar days from the day following the publication of the final list in the BOCCE to present or send the documentation. They must do so, duly authenticated, at the Human Resources Office of the Autonomous Palace, at Plaza de África s/n, 51001 Ceuta, by any of the means specified in article 16.4 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

The required documents are those listed in section 3 of the call for applications, with one exception: the medical certificate provided for in section 1.d) is not required. Those who already hold the status of career civil servant are exempt from providing documentary justification for conditions already proven, although they must provide a certificate from the Central Personnel Registry of the ministry, body, or corporation to which they belong.

Anyone who fails to submit the documentation within the deadline, except in cases of force majeure, or from whose examination it is deduced that they lack any requirement, may not be appointed as a trainee civil servant, and the proceedings shall be annulled, without prejudice to liability for falsehood in the application.

Appointment and selective course

The objective of the procedure is the appointment as trainee civil servants and the start of the Selective Training Course. This appointment will also be published in the BOCCE, indicating the start date of the course, such that the effective incorporation into the SEIS staff will be conditional upon passing this training phase.

An optional appeal for reversal may be filed against the decree before the same body within one month of its publication, or a contentious-administrative appeal may be filed before the contentious-administrative courts of Ceuta within two months, in accordance with Article 46 of Law 29/1998, of July 13.

One bulletin with several selection processes

The publication of this list coincides in the same issue of the BOCCE with other personnel resolutions from the Counselor of Presidency and Governance: the final list for five Laborer positions (decree 734), the final list of admitted and excluded candidates for eight General Administration Technician positions (decree 740), and that for one Socio-Cultural Animator position (decree 741).

The incorporation of eleven personnel into the SEIS closes a process opened with two accumulated public employment offers and arrives at a time when the service is chaining several internal calls, which reinforces the structure of the municipal emergency staff. For the candidates, the calendar is now the decisive factor: the documentation must be ready within twenty calendar days, and the selective course will mark the final incorporation.
