Olot creates a position for digital content and communication advisor for the Mayor's Office

The Plenary of the Olot City Council agreed on September 24, 2026, to increase by one unit the number of positions reserved for temporary staff with the creation of the Digital Content and Communication Advisor to the Mayor, provided with a full-time workday and an annual gross remuneration of 28,000 euros. The agreement is published in the Official Gazette of the Province of Girona no. 189, of October 1, 2026, edict 8446, with the official reference BOP-2026_0_189_8446 and a length of two pages.

The edict, signed by the mayor Agustí Arbós i Torrent on September 28, 2026, complies with article 104 bis of the Law 7/1985 on the Bases of Local Regime, as amended by the Law 27/2013 on the rationalization and sustainability of Local Administration, which sets the limits on the number of temporary staff according to the municipality’s inhabitants and requires them to always be assigned to the general services of the local entity. One additional trust position assigned to the Mayor’s Office

The Plenary’s agreement modifies the list of job positions reserved for temporary staff of the Olot City Council through the creation of a single new position, with the following characteristics:

• Designation: Digital Content and Communication Advisor to the Mayor.
• Assignment: general services, Mayor’s Office Area, integrated into group A, subgroup A2.
• Legal regime: temporary staff.
• Workday: full-time, 35 hours per week.
• Dedication: exclusive to trust functions and special advisory to the Mayor’s Office.
• Annual gross remuneration: 28,000.00 euros.

Advisory on social networks and audiovisual formats

The second agreement of the Plenary details the functions attributed to the new position, focused on the digital communication of the Mayor’s Office:

• Directly advise the Mayor’s Office on how to convey its priorities, projects, and institutional activity through digital channels and social networks.
• Propose audiovisual formats, approaches, and languages to explain the activity of the Mayor’s Office in a clear, direct, and accessible manner.
• Provide support in the preparation of content for social networks, especially short videos and posts.
• Advise on new trends, formats, and digital communication languages.
• Propose narratives and content sequences to disseminate priority projects of the Mayor’s Office.
• Adapt the Mayor’s Office messages to different digital formats and audiences.
• Coordinate with the Head of Communication and the competent municipal services to ensure the coherence of the content.
• Exercise any other trust function and special advisory in digital communication entrusted to them by the Mayor’s Office.

Remuneration regime and appeals processes

The third agreement approves the remuneration scheme for the position, with a gross annual remuneration of 28,000.00 euros distributed according to the corresponding budgetary allocations. An optional appeal for reversal may be filed against the transcribed resolution before the same body, or it may be challenged directly before the contentious-administrative jurisdiction:

• Appeal for reversal: one-month deadline.
• Contentious-administrative appeal: two-month deadline.
• Resolution of the appeal for reversal: one-month deadline; if dismissed by administrative silence, the deadline to challenge before the contentious jurisdiction is six months.

Background: two recent dismissals in the communication area

The creation of this position comes after two dismissals of temporary staff at the Olot City Council published this same summer. The Official Gazette of the Province of Girona no. 172, of September 7, 2026, published the dismissal of Nerea Guisasola Saguer from the position of communication technician, subgroup A2, by decree of August 21, 2026 (2026LDEC003430) and effective from August 24, 2026. The same edict includes the dismissal of Itziar González Virós from the position of trust and special advisory for the direction and coordination of the Social Architecture Intervention Strategy in the Old Town, subgroup A1, by decree of August 3, 2026 (2026LDEC003109) and effective from July 31, 2026.

The decision represents an increase in municipal expenditure on trusted personnel: Olot now has one more temporary advisory position dedicated exclusively to the digital communication of the Mayor’s Office, with a gross annual cost of 28,000 euros charged to the corporation’s budgets.
