Por FactBox Admin

Olivenza convoca dos plazas de Policía Local por movilidad y méritos

The Olivenza City Council will fill two positions for Agent of the Local Police Force through the mobility system by merit competition, a procedure reserved for career civil servants who already provide service in other municipalities of Extremadura. The local Governing Board unanimously approved the rules on October 13, 2026, and the Official Gazette of the Province of Badajoz publishes them this Friday, October 23, in Announcement 4199/2026, within the Local Administration section.

Two positions from the 2026 employment offer

The positions correspond to the 2026 employment offer and will be filled permanently. They are classified under the Special Administration scale, Special Services subscale, Local Police class, Basic scale, Agent category, subgroup C1, with the remuneration and position characteristics detailed in the municipal job list.

The procedure is supported by Article 55 of Law 7/2017, of August 1, on the Coordination of Local Police of Extremadura, and Article 33 of Decree 64/2022, of June 8, which regulates the selection systems, the filling of positions, and the mobility of Extremaduran Local Police. Those selected will be integrated as career civil servants, respecting the rights of grade and seniority already recognized.

Three years of active service and destination in Extremadura

Career civil servants in the category of Agent or Officer of the Local Police, group C1, from any municipal body or staff within the autonomous community may apply. The rules require:

  • A minimum of three years in active service in the category in the municipality of origin.
  • Not to be suspended from duties, separated by disciplinary proceedings, or disqualified from exercising public functions.
  • Not to be in second activity and to have at least three years remaining before being able to enter it by own request due to age.
  • Not to be on voluntary leave for personal interest or family grouping without two years having elapsed, nor on destination expectancy or forced leave.
  • To prove the required physical and psychological conditions and hold A2 and B driving licenses.
  • To pledge to carry weapons and, where applicable, use them in the cases provided by law.

A scale of 10.50 points without a cutoff score

The process consists of a single merit assessment phase, with a maximum of 10.50 points and no minimum score required to pass. The distribution is as follows:

  • Professional experience: up to 4 points, at a rate of 0.025 points per full month, with a cap of 160 months in the Agent category.
  • Academic training: up to 1 point (doctorate 1.00; degree 0.75; technical degree 0.50; master’s 0.25).
  • Continuing education: up to 3 points, with 0.001 points per hour and a limit of 3,000 teaching hours.
  • Teaching: up to 0.50 points, with 0.002 points per hour and a maximum of 250 hours.
  • Decorations: up to 0.25 points, with the gold merit medal of the Local Police of Extremadura as the highest exponent.
  • Work-life balance: up to 1.50 points.
  • Police-related publications: up to 0.25 points.

Ties will be resolved based on professional experience, continuing education, work-life balance, academic qualifications, teaching, and decorations; as a last resort, preference will be given to the gender with the lower presence in the Extremaduran Local Police workforce when it does not reach 40 percent.

Twenty business days and a nine-euro fee

The deadline for submitting applications is twenty business days from the day following the publication of the call announcement in the Official State Gazette, once the full rules have been published in the provincial gazette; the summary will also be disseminated in the Official Gazette of Extremadura. Applications shall be submitted at the general municipal registry or electronically through the electronic office, and the examination fees are set at 9.00 euros, in accordance with the tax ordinance published on March 24, 2026, with payment to the IBERCAJA account ES24 2085 4571 2203 3038 7993.

The Qualifying Board will consist of a minimum of five members: a presidency and secretary appointed by the Mayor’s Office, and members proposed by the competent department for Local Police coordination, the head of the Local Police or an intermediate commander, and the Mayor’s Office. After the evaluation, the provisional list will be published and a period of five business days for appeals will be opened; the taking of office must be formalized within a maximum of 15 business days from the appointment, while the municipality of origin may defer the cessation for up to twenty business days due to service needs. The rules are signed by the mayor, Manuel José González Andrade.

The call opens an uncommon route for already trained officers in the province to change their destination without going through a competitive examination process, which may ease internal mobility within Extremaduran local workforces and attract personnel to Olivenza with already consolidated experience and seniority.
