Oficinas y Despachos de Huesca pacta subidas salariales del 2,9% al 3,5%

The Official Gazette of the Province of Huesca publishes this Monday, October 19, 2026, the IX Collective Agreement for Offices and Studios of the province of Huesca, effective from January 1, 2025, to December 31, 2027. The Provincial Sub-directorate of Labor of Huesca, of the Department of Economy, Competitiveness and Employment of the Government of Aragon, orders the registration and publication of the text, signed by the business representation of the sector and by the trade union centers UGT and CC.OO. The announcement, number 4597, occupies 47 pages of the gazette and carries the official reference BOPH-2026-200034.

The administrative resolution is dated in Huesca on October 16, 2026, and is signed by the Provincial Sub-director of Labor, Ana Maurel Garcés. The agreement was submitted on August 31, 2026, and was corrected on September 30 at the request of the Sub-directorate itself, acting in accordance with Article 90 of the Workers’ Statute and Royal Decree 713/2010 on the registration and deposit of agreements. The processed text carries the agreement code 22000885012005.

The territorial scope covers the entire province of Huesca and the functional scope is broad: legal activities and legal consultancy, public relations, translation, organization of fairs and congresses, business, trade union, associative, religious, and political organizations, youth associations, and sports federations, in addition to any office or studio activity without its own agreement. The professional classification is organized into five groups: graduates, administrative staff, office technicians, office specialists, and general workers.

Staggered increases and retroactive payment

Article 18 establishes the remuneration sequence for the three years of validity:

  • 2025: update of the 2024 tables with a 1.6% difference between the agreed and actual CPI, plus an increase of 2.9% effective from January 1, 2025.
  • 2026: increase of 3.5% over the final 2025 tables, effective from January 1.
  • 2027: increase of 3.5% over the final 2026 tables, effective from January 1.

The text incorporates a review clause: if the accumulated CPI of 2026 and 2027 exceeds the agreed 7%, the difference will be applied only for the purpose of updating tables, with a maximum cap of 2%. The differences derived from the 2025 and 2026 updates must be paid within the three months following the publication of the agreement in the provincial gazette.

Bonuses, per diems, and supplements

The chapter on income and remuneration maintains two extraordinary bonuses, in July and December, which may be prorated by agreement between the company and the worker. The former transport bonus is now called the agreement bonus; it is paid in twelve monthly installments and is neither compensable nor absorbable. The most relevant amounts are:

  • Weekend and holiday bonus: 81.65 euros per day in 2025, 84.51 in 2026, and 87.47 in 2027.
  • Per diems: 24.52, 25.38, and 26.27 euros per meal away from home; 77.83, 80.55, and 83.37 euros if meals and overnight stay are included.
  • Mileage: 0.21 euros per kilometer.
  • Overtime: 50% increase over the ordinary hourly rate, with the option of compensatory rest.
  • Night shift bonus: 25% over the ordinary hourly rate for work between 22:00 and 06:00 hours.

Working hours, teleworking, and digital disconnection

The annual working day is set at 1,782 hours during 2026 and is reduced by twelve hours from January 1, 2027, to 1,770 hours. Vacations are set at 22 working days for Monday-to-Friday schedules and 30 calendar days in other cases, with preference for the months of June to September.

For teleworking, expense compensation is established at 43.67 euros per month in 2025, 45.20 euros in 2026, and 46.78 euros in 2027, paid in proportion to the agreed working percentage, in addition to the provision of equipment. The agreement also regulates the right to digital disconnection: from Monday to Thursday between 20:00 and 08:00 hours, from 19:00 on Friday until 08:00 on Monday, and throughout the entire day on holidays.

Joint commission and conflicts

The Joint Monitoring and Interpretation Commission is composed of three worker representatives and three business representatives, located at the headquarters of CEOE CEPYME Huesca, plaza Luis López Allué number 3, second floor. Its agreements are binding and executive, and it has a maximum period of twenty business days to resolve inquiries, which constitute a prior and mandatory step before any administrative or judicial action.

The parties adhere to the extrajudicial conflict resolution system of the Aragonese Mediation and Arbitration Service (SAMA). The text also regulates the temporary non-application of working conditions due to economic, technical, organizational, or production reasons, with a fifteen-day consultation period and a commission resolution within a maximum period of seven days.

The agreement affects the entire network of offices and firms in the province and has retroactive effects: companies in the sector must apply the 2025 and 2026 tables and pay the differences within a maximum period of three months, in addition to adjusting bonuses, per diems, and teleworking compensations to the new amounts.
