O IGVS selecciona en Abadín adxudicatarios de vivendas protexidas de alugueiro

The Provincial Housing Commission of Lugo has agreed to initiate the selection process for the awardees of public promotion official protection housing that are vacant in the municipality of Abadín, under a rental regime and in second or subsequent awards. The decision was adopted in the session of October 7, 2026, and was detailed in the resolution of October 8, 2026, published in the Official Gazette of Galicia (DOG) number 206, Wednesday, October 28, 2026, in section VI of announcements, pages 54090 to 54095, under the official reference CVE-DOG: oqsblo07-oyd3-nzp7-m4l9-wui9cuftnct7. The text is signed by the president of the body, Marco Antonio Fernández Piñeiro.

Regulatory framework and object of the procedure

The bases are supported by Law 8/2012, of June 29, on housing in Galicia, as amended by Law 5/2024, of December 27, on fiscal and administrative measures, specifically in its article 63.1. They are also supported by the Agreement of the Council of the Xunta de Galicia of February 23, 2026, article 22 of Decree 1/2010, of January 8, which regulates the Single Registry of Housing Applicants, and Decree 253/2007, of December 13, on the legal regime of buildings promoted by the Galician Institute of Housing and Land (IGVS).

The object is to rent public promotion housing that, following their corresponding selection processes, again become vacant and available to the IGVS. This includes those that reach that status during the period of validity of the bases and the definitive lists. A dwelling is considered available from the date of the report from the technical service of the Provincial Area of the IGVS certifying compliance with habitability conditions. No reservations are set nor are lots formed by number of bedrooms.

Two rounds and fifteen people per list

The award will be organized through a list with two rounds:

  • Main round: people registered or noted in the first section of the Single Registry of Housing Applicants for the municipality of Abadín as the preferred municipality.
  • Subsidiary round: people noted in the same registry with Abadín as a subsidiary municipality, under article 18.2 of Decree 1/2010.
  • Each of the rounds will be composed of 15 applicant persons, ordered according to the result of the draw.
  • Calls will be made first from the main round and will only continue with the subsidiary round if the former remains vacant or if the list is exhausted.

The draw before a notary will be held on November 5, 2026, at 9:00 AM, at the premises of the Provincial Area of the IGVS in Lugo, at avenida Ramón Ferreiro, number 28. If the notary is not available or another cause of force majeure occurs, the definitive date will be published on the IGVS website with a minimum notice of three calendar days.

Requirements for applicant persons

Eligible applicants may be adults or emancipated minors, nationals or foreigners, who are heads of a family or coexistence unit with full legal capacity, meeting the following conditions:

  • Be registered or listed in the registry for Abadín as the preferred municipality (main queue) or subsidiary (subsidiary queue) as of the date of the initiation agreement.
  • Prove weighted income in the last completed fiscal year between 0.7 and 4 times the IPREM, or 4.5 times in the case of large families.
  • Reside or work in the municipality of Abadín, except in the subsidiary queue and in the case of emigrants wishing to return after proving residence outside of Galicia for five years or more.
  • Not own a home, unless it is uninhabitable, insufficient, or inadequate, or if they inhabit a property affected by expropriation or eviction not attributable to the interested party.
  • Not be the owner of real estate with a cadastral value exceeding 30,000 euros, nor have lost a subsidized housing unit (VPO) due to eviction, contract termination, or alienation.

Seven-year contract and urgent processing

The lease agreement shall have a term of 7 years from the date of signing, extendable in accordance with Law 29/1994, of November 24, as amended by Royal Decree-Law 7/2019. The initial annual rent will result from applying 3% to the sale price of the dwelling and its annexes. Total or partial assignment or subletting is prohibited. The effectiveness of the award is conditional upon the signing of the contract after the deposit of the security bond.

The Provincial Housing Commission has agreed to process the procedure urgently under Article 33 of Law 39/2015, of October 1, in order to reduce the award deadlines and avoid the prolonged vacancy of the dwellings. Consequently, the deadlines of the ordinary procedure are reduced by half, except for those regarding the submission of applications and appeals. Selected persons will have fifteen business days to accept or decline the offered dwelling.

The publication of these rules is of direct interest to families in the Terra Chá region registered as housing applicants, who now have an open path to access protected rental housing. Furthermore, the procedure activates public housing that had been previously awarded and became vacant again, such that the list resulting from the draw on November 5 will function as a reserve pool until new definitive lists are approved or the pool of eligible persons is exhausted.
