The IGVS declares the ARI of the Milagrosa and Feijoo neighborhoods in Lugo

The Galician Institute of Housing and Land (IGVS) declared the comprehensive rehabilitation area (ARI) of the Milagrosa and Feijoo neighborhoods, in the municipality of Lugo, by resolution on July 28, 2026. The declaration was published in the Official Gazette of Galicia (DOG) number 162, on August 27, 2026, in section III of other provisions, and represents a key step for hundreds of homes to access rehabilitation grants.

The request was submitted by the Lugo City Council on June 30, 2026, accompanied by the certificate of the agreement adopted by the local Governing Board in its session on June 25, 2026. The declaration has the favorable report, both technical-urbanistic and administrative, of the competent units of the IGVS.

An ARI of urban scope

The declared area is considered an ARI of continuous urban scope, a category that includes those fabrics that belong neither to a historical ensemble nor to a rural area. According to the regulations, this type of area must have a minimum of fifty dwellings within the delimited scope.

The scope comprises a total surface area of 25,797.14 m², distributed into two sectors that are territorially distinct but functionally related:

  • 24,000.11 m² correspond to the Milagrosa neighborhood.
  • 1,797.03 m² correspond to the Feijoo neighborhood.

These are two consolidated urban fabrics that constitute a significant part of the historical expansion of the city of Lugo, joined by urban contiguity and by their belonging to the same consolidated residential fabric.

The declaration is based on Law 1/2019, of April 22, on rehabilitation and urban regeneration and renewal of Galicia, which regulates ARIs in articles 49 to 51. Specifically, article 50.1.c) defines ARIs of urban scopes as those whose scope does not belong to any of the categories considered in the previous paragraphs.

The procedure for the declaration is governed by Decree 18/2014, of February 13, which determines the basic aspects of the regional housing rehabilitation programs and provides guidelines for the development of the State Plan for the promotion of housing rentals, building rehabilitation, and urban regeneration and renewal 2013-2016. The file includes all the aspects indicated in article 8.2 of this decree.

In accordance with article 49 of Law 1/2019 and article 8.1 of Decree 18/2014, ARIs are declared by resolution of the Presidency of the IGVS, at the request of the interested city councils. The resolution was signed by the president of the institute, María Martínez Allegue, in Santiago de Compostela.

Impact for households

The ARI declaration is the prerequisite for homeowners and building owners within the area to opt for regional and state grants for urban rehabilitation, regeneration, and renovation. The exact delimitation is shown in the map attached as an annex to the resolution.

With this declaration, Lugo adds a new comprehensive rehabilitation area within a consolidated urban fabric, which will allow for improvements in energy efficiency, accessibility, and the conservation of the building stock in the Milagrosa and Feijoo neighborhoods, potentially benefiting hundreds of homes in a historical expansion zone of the city.
