O Carballiño eliminates the exclusive dedication of the Mayor's office and sets five remunerations
Por FactBox Admin

The Plenary of the Carballiño City Council approved in the session of July 30, 2026, the suppression of the exclusive dedication of the Mayor’s Office and a new regime of dedications and remunerations for five delegated councilorships. The agreement, processed under file 4527/2023, is published in full in the Official Gazette of the Province of Ourense on October 7, 2026, in section IV. Local Entities, in compliance with article 75.5 of Law 7/1985, of April 2, regulating the bases of the local regime. The decision nullifies the exclusive dedication attributed to the mayor and modifies the plenary agreement of July 18, 2024.
The published text includes the full agreement with registration number R. 2.270 and details that the modification affects all municipal positions with dedication. The invoked norm, article 75.5 of Law 7/1985, requires the full publication in the provincial gazette of plenary agreements relating to the dedication regime of elected officials and their remunerations, along with the list of positions with exclusive and partial dedication. The agreement also repeals any subsequent agreements that are incompatible with its content.
Five councilorships with fixed dedication and remuneration
- Delegated Councilorship of Social Promotion and Education: exclusive dedication, with a gross annual remuneration of 28,000.00 euros, distributed in twelve monthly payments and two extraordinary payments (June and December) of equal amount.
- Delegated Councilorship of Information, Tourism Promotion and Industry: partial dedication of 85%, with a gross annual remuneration of 21,850.00 euros in twelve monthly payments.
- Delegated Councilorship of Social Services, Equality, Women, Housing and Health: partial dedication of 75%, with 13,000.00 gross euros annually in twelve monthly payments.
- Delegated Councilorship of Rural Environment: partial dedication of 75%, with 13,000.00 gross euros annually in twelve monthly payments.
- Delegated Councilorship of Personnel, Security, Municipal Emergencies, Mobility, Internal Regime and Works: partial dedication of 75%, with 13,000.00 gross euros annually in twelve monthly payments.
The total of the five remunerations sums to 88,850 gross euros annually. Only one of the areas, Social Promotion and Education, maintains the exclusive dedication regime; the other four remain under a partial regime.
The Mayor’s Office loses exclusive dedication
The agreement expressly suppresses the exclusive dedication regime of the Mayor’s Office, which will cease to receive the remunerations derived from said regime. The text specifies that this suppression is understood without prejudice to the indemnities or assistance that may correspond according to current regulations and the agreements of the Corporation. The modification thus overturns the regime established in the plenary agreement of July 18, 2024, and nullifies the exclusive dedication attributed to the mayor.
Conditions of exercise and annual update
The agreement establishes three conditions for the development of the approved dedications:
- Members of the Corporation with exclusive or partial dedication will be registered in the General Social Security Regime, and the Corporation will assume the payment of the corresponding employer contributions.
- By Mayoral Decree, the members who will hold the positions in each regime will be determined, and they will receive remuneration from the day following the corresponding resolution.
- Remuneration will be increased annually by the maximum percentage set by the general state budget laws for personnel in the service of public administrations.
The agreement orders its full publication in the Official Gazette of the Province of Ourense and on the notice board of the City Council, in accordance with article 75.5 of Law 7/1985.
The decision has a direct impact on the municipal accounts of the City Council of Carballiño, which will now allocate 88,850 gross euros annually to the remuneration of elected officials, and reorganizes the functioning of the corporation by reserving a single exclusive dedication. For the residents, the change implies knowing exactly which areas have full or partial dedication and that the mayor ceases to receive remuneration for exclusive dedication, remaining subject to the indemnities and assistance agreed upon by the Corporation.
