O Bolo destina 6.000 euros en penso para gandeiros afectados polos incendios

The Bolo City Council calls for extraordinary aid in kind, for a maximum amount of 6,000 euros, for the free delivery of feed to bovine, ovine, and caprine livestock farms in the municipality. The call was approved by Mayoral Decree 2026-0475, dated October 19, 2026, and its extract was published in the Official Gazette of the Province of Ourense on November 3, 2026, in section IV of Local Entities, with reference R. 2.509.

The measure responds to the “extraordinary, temporary, and non-periodic” nature that the municipal agreement itself attributes to the aid, intended to partially alleviate the livestock feeding needs derived from the 2025 forest fires, the 2026 drought situation, and the resulting decrease in pastures and forage. The call is processed under number BDNS 936310 and municipal file 651/2026, in accordance with the provisions of articles 17.3.b and 20.8.a of Law 38/2003, of November 17, general law on subsidies.

Who can apply for the aid

Beneficiaries may be natural and legal persons, shared ownership farms, communities of assets, civil societies, and other economic units holding bovine, ovine, or caprine farms located within the municipal boundaries of Bolo. Among the requirements, the following are demanded:

  • To be registered and in active status in the official registries.
  • To carry out primary agricultural production activity and keep censuses updated.
  • To be active on the required dates.
  • To be up to date with tax obligations, Social Security, and the Bolo City Council.
  • To comply with the agricultural de minimis regime provided for in Regulation (EU) No 1408/2013.

Distribution per head of livestock

The aid does not consist of a cash payment, but rather the delivery of feed purchased by the council, charged to budget application 414.470 of the 2026 municipal budget. The distribution among admitted applications will be carried out proportionally and under a non-competitive concurrence regime, through equivalent consumption units (ECU):

  • 10 ECU for each head of bovine.
  • 1 ECU for each head of ovine or caprine.

The actual volume of feed will depend on the supply acquired and the finally admitted census. The reference date for counting the heads of livestock is August 1, 2026.

Fifteen business days deadline

Applications shall be submitted within a period of fifteen business days starting from the day following the publication of the extract in the provincial gazette. The place of submission is the electronic registry of the Bolo City Council or any of the means provided for in article 16.4 of Law 39/2015, of October 1, although subjects obliged to interact electronically with the Administration must use electronic means.

Along with the application, using the model provided in the guidelines, the supporting documentation for identity and representation, ownership and registration of the farm, REGA codes, the official livestock census, and a responsible declaration regarding the requirements, de minimis aid, and other aid received for the same purpose must be submitted—when it cannot be consulted ex officio. The maximum period to resolve and publish the resolution is three months from the end of the application period. The decree bears the signature of the mayor, Miguel Ángel García Fariñas.

The call comes in a municipality with a strong livestock presence that has faced two consecutive years of forage difficulties, first due to the fires of 2025 and then due to the lack of rain in 2026. Although the amount is modest, the support in kind ensures that the resource goes directly to livestock feed and the viability of the farms at a time of high feed costs.
