Nuove sanzioni europee contro la Russia: cinque dirigenti nella lista nera

The Council of the European Union has added five people to the list of subjects subject to restrictive measures for actions that compromise or threaten the territorial integrity, sovereignty and independence of Ukraine. The decision is contained in Implementing Regulation (EU) 2026/1940, adopted in Brussels on August 7, 2026, and published in the Official Gazette of the Italian Republic, 2nd Special Series no. 80 of October 12, 2026, with the code 26CE2466.

The regulation implements Regulation (EU) No 269/2014 of March 17, 2014, in particular Article 14, paragraph 1, on a proposal from the High Representative of the Union for Foreign Affairs and Security Policy. In the recitals, the Council refers to the conclusions of the European Council of June 18 and 19, 2026, the condemnation of the recent serious Russian escalation with large-scale missile and drone attacks against civilians and the “brutal military campaign deliberately targeted at civilian infrastructure.” The regulation enters into force on the day of its publication in the Official Journal of the European Union and is binding in its entirety and directly applicable in each of the Member States.

The five names added to the list

  • Ramil Nailevich Badgutdinov, general director of JSC Serpukhov Plant “Metallist” (tax identification number 165047710567);
  • Sergey Aleksandrovich Bashkov, director of LLC “Irz-Svyaz” (tax identification number 183502158784);
  • Sergey Nikolaevich Bessonov, general director of LLC “AEROMAKS” (tax identification number 644914040799);
  • Viktor Evgenevich Ivanov, general director of JSC Research Institute of Precision Instruments NII TP (tax identification number 771676457404);
  • Aleksandr Yurevich Dyukarev, general director of JSC “Krasnoyarsk Machine-Building Plant” (tax identification number 246210181450).

All hold Russian citizenship and were added to the list on August 7, 2026, with entry numbers 2106 to 2110.

The reasons: support for the military-industrial complex

For each of the five executives, the Council justifies the inclusion based on material support for the Russian military and industrial complex, “including by participating in the development, production or supply of military technologies and equipment.” The companies involved operate in a sector defined as “of strategic importance for the Russian Federation.”

  • JSC Serpukhov Plant “Metallist” produces gyroscopic motors and precision sensors and participates in the manufacture of the 9B918 navigation system for the 9M723 “Iskander-M” ballistic missile;
  • LLC “Irz-Svyaz” produces communication systems used in “Orlan-10” and “Tachion” UAVs and sells to JSC “Votokinsk Plant”, the manufacturer of Iskander-M missiles;
  • LLC “AEROMAKS” develops software for drones and produces SH-3000/-750/-450/-350 helicopter drones;
  • JSC Research Institute of Precision Instruments NII TP is part of “Roscosmos” and works on the Kasatka-R space radar;
  • JSC “Krasnoyarsk Machine-Building Plant” produces the RS-28 “Sarmat” ballistic missile.

Implementing Regulation (EU) 2026/1940 amends Annex I to Regulation (EU) No 269/2014. The same Official Journal publishes Decision (CFSP) 2026/1939 of August 7, 2026 (code 26CE2475), which amends Decision 2014/145/CFSP and adds the same five persons to the Union list.

The two previous rounds published in the same special series concerned 16 persons and 7 entities (July 6, 2026) and 9 persons and 45 entities (August 13, 2026).

Other acts in the same Official Journal

Issue 80 also contains Implementing Decision (EU) 2026/1923 of July 30, 2026 (code 26CE2476), which amends Implementing Decision (EU) 2024/1447 on the plan for Ukraine. The document recalls that Ukraine has been provided with EUR 6,000,000,000 in exceptional bridge financing, EUR 1,890,000,000 in pre-financing, and EUR 21,640,176,104 under the first seven installments of the plan, in addition to maximum assistance of EUR 45,000,000,000 made available by Implementing Decision (EU) 2026/919.

For Italian operators, publication in the Official Journal makes the restrictive regime linked to the listing immediately applicable: companies maintaining relations with the cited firms must verify their position, as the regulation is directly applicable in each of the Member States without the need for national transposition.
