Nomenen Pere Julian Quintanilla enginyer de camins de la Comunitat a Menorca

The Minister of Labor, Public Service and Social Dialogue, Catalina Teresa Cabrer González, has appointed Pere Julian Quintanilla as a career civil servant in the superior faculty body, engineering scale, specialty in civil engineering (roads, canals and ports), for the island of Menorca, and has assigned him a job position. The decision is detailed in Resolution 10511, electronically signed on October 16, 2026, and published in the Official Gazette of the Balearic Islands (BOIB) no. 136, of October 24, 2026, in Section II (Authorities and personnel), pages 58396 to 58398. The appointment ends the administrative route and closes the selection process opened in 2025 for this specialty on the island.

An appointment that closes the selection process

The resolution, processed by the Balearic School of Public Administration (EBAP), appoints as a career civil servant the applicant who passed the selective tests for the open call for Menorca and who, once compliance with the requirements was verified, had submitted the corresponding application. The applicant appears in position 1 of the list of successful candidates, with a partially protected identity document (***9291*).

The second section of the resolution assigns the job position according to the annex of the same provision, taking into account the destination request made by the interested person and the score obtained in the process. The resolution is published in the BOIB, on the Candidate Portal (oposiciones.caib.es), and on the Electronic Office (www.caib.es).

Possession deadlines and incompatibilities

The deadlines set by the provision for the appointed person are as follows:

  • Taking possession at the corresponding ministry within three business days counting from the day after publication in the BOIB.
  • A prior declaration, before taking possession, that they do not hold any job position nor exercise any activity in the public sector included in Article 1 of Law 53/1984, of December 26, on incompatibilities of personnel in the service of public administrations.
  • Declaration of private activities, including professional ones, within ten business days from the day after taking possession, so that the competent body may resolve the compatibility or incompatibility.
  • Oath or promise to abide by the Constitution, the Statute of Autonomy of the Balearic Islands, and the current legal system, an indispensable requirement to acquire the status of a career civil servant.

Furthermore, the resolution declares as having withdrawn their application due to expiration and excluded from the procedure those persons who did not submit the written choice of offered positions by order of preference nor the supporting documentation of the requirements, in accordance with base 14 of the call.

A process opened in 2025 with a single vacancy for Menorca

The procedure begins with the Resolution of April 3, 2025, by the Minister of Presidency and Public Administrations, which approved the call, the bases, the exercises, and the syllabus of the selective tests (BOIB no. 43, of April 8, 2025). A Resolution of April 9, 2025, corrected an error regarding the island of the convened position (BOIB no. 45, of April 12, 2025).

The final lists of admitted and excluded persons were approved by Resolution of February 25, 2026 (BOIB no. 29, of March 5). On September 3, 2026, the Qualifying Tribunal made public the final list of persons who had passed the process and, on September 15, 2026, the Minister approved the list of candidates and offered the job positions (BOIB no. 118, of September 22, 2026, p. 51090).

The invoked legal framework includes Law 39/2015, of October 1, on the common administrative procedure; Law 3/2007, of March 27, on the public service of the Autonomous Community; Law 3/2003, on the legal regime of the autonomous Administration; Decree 27/1994, of March 11, on the entry of personnel into the service of the CAIB; article 5.2 of the annex of Decree 31/2012, of April 13, on the Statutes of the EBAP, and Decree 10/2025, of July 14, on the organic structure of the ministries.

Appeals against the resolution

Against the provision, which exhausts the administrative route, the following may be filed:

  • An optional appeal for reversal (recurso potestativo de reposición) before the Minister of Labor, Public Service, and Social Dialogue within a period of one month from the day following publication, according to articles 123 and 124 of Law 39/2015 and article 57 of Law 3/2003.
  • A contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of the Balearic Islands within a period of two months, in accordance with articles 8.2 and 46.1 of Law 29/1998, of July 13.

The news directly affects the candidates following the engineering processes convened for the islands and the technical staff of the Community, as it confirms the filling of a technical profile position in Menorca and sets very short deadlines—three business days—for the effective incorporation of the new civil servant. It also records the effect of expiration for those who do not complete the destination selection procedures, a relevant warning for future calls.
