Noboa sanciona la reforma a la Ley de Tránsito y Seguridad Vial

The President of the Republic, Daniel Noboa Azin, sanctioned the Organic Reform Law to the Organic Law of Land Transport, Traffic and Road Safety, approved by the National Assembly, and the text was published this Wednesday, September 30, 2026, in the Seventh Supplement No. 380 of the Official Registry. The signature of the sanction was stamped on September 29, 2026, at the National Palace, in the Metropolitan District of Quito, and the referral letter T.498-SGJ-26-0383 was signed by the legal general secretary of the Presidency of the Republic, Aldrin Gómez Valdiviezo.

The project reached the Executive via letter AN-PVP-2026-0001-O, dated September 3, 2026, sent by the First Vice President of the National Assembly after the plenary discussed and approved it in a second debate on that same day, for its corresponding sanction or objection in accordance with the constitutional process. The President sanctioned the regulation in exercise of the power provided for in the final paragraph of Article 137 of the Constitution of the Republic and in Article 63 of the Organic Law of the Legislative Function.

The reform modifies the Organic Law of Land Transport, Traffic and Road Safety, the legal framework governing mobility, land transport, and road safety within the national territory, whose regulation and planning correspond to the National Agency for Regulation and Control of Land Transport, Traffic and Road Safety. The supplement containing it has 115 pages and corresponds to Year II of the official publication.

Sanction and Promulgation

The sanction decree bears the formula “LET IT BE SANCTIONED AND PROMULGATED” and was issued at the National Palace on the twenty-ninth of September, two thousand twenty-six. The certification that the text is a “faithful copy of the original” was issued in Quito on September 29, 2026, by the legal general secretary Aldrin Gómez Valdiviezo.

Letter T.498-SGJ-26-0383 sent the original, the certified copy of the sanctioned law, and the certification of its discussion and approval to the Directorate of the Official Registry, and requested that, once publication has been carried out, the original be returned to the National Assembly.
