Navarra prorroga hasta diciembre las ayudas del gasóleo agrario y al transporte

The Counselor of Economy and Finance of the Government of Navarra, José Luis Arasti Pérez, has signed Foral Order 77/2026, dated October 23, which establishes the procedure for the management and payment within the Foral Community of the extraordinary and temporary aid intended to cover the price of diesel consumed by agricultural producers and by owners of vehicles entitled to a partial refund of the hydrocarbon tax. The regulation is published in the Official Gazette of Navarra number 218, dated October 30, 2026, within section 1.1.3 of Foral Orders, and enters into force on the day of its publication with effects from October 1, 2026. The measure implements within the foral scope the extension approved by Royal Decree-Law 25/2026, dated September 29.

A chained extension since March

The foral order reconstructs the regulatory sequence of the aid. Royal Decree-Law 7/2026, dated March 20, which approved the Comprehensive Response Plan to the Crisis in the Middle East, established in its article 46 an extraordinary aid with limited validity to compensate for the increase in the cost of agricultural production means derived from the war in Iran, applicable from March 22 to June 30, 2026.

Article 16 of Royal Decree-Law 18/2026, dated June 29, extended that aid from July 1 to September 30, 2026. Given the continuity of the conflict, article 25 of Royal Decree-Law 25/2026, dated September 29, agrees to a new extension until December 31, 2026, which is now being implemented in Navarra.

Calculation of agricultural diesel aid

For the period between October 1 and December 31, 2026, the amount is calculated according to these rules:

  • Up to 70 percent of the difference between the average weekly price of agricultural diesel and the price prior to the start of the conflict.
  • Maximum cap of 0.2 euros per liter of diesel.
  • The system of responsible declarations is maintained to certify compliance with community regulations, especially regarding illegal aid and companies in crisis.

The processing is referred to section two of Foral Order 32/2026, dated April 1, from the Counselor of Economy and Finance, which already regulated the procedure on the occasion of the first state framework.

Road transport entitled to refund

Article 28 of Royal Decree-Law 25/2026 extends the temporary aid approved by article 22 of Royal Decree-Law 18/2026 to alleviate the effect of the increase in the price of petroleum products in road transport. The beneficiaries will be:

  • The owners of the vehicles referred to in Article 52 bis.2 of Law 38/1992, of December 28, on Special Taxes.
  • Those entitled to a partial refund of the hydrocarbon tax for general-use diesel used as fuel in the engines of vehicles under their ownership.
  • Those who comply with the obligations of Article 52 bis of the law and its implementing regulations.

In this case, the procedure is adjusted to section three of Foral Order 32/2026.

Competence of Hacienda Foral

Article 31 of Royal Decree-Law 25/2026 assigns the processing and management of these grants to the Foral Administration when the beneficiary individuals and entities are tax-domiciled in the Chartered Community of Navarra. An Agreement of the Government of Navarra dated August 26, 2026, assigned this competence to the Department of Economy and Finance and, within it, to the autonomous body Hacienda Foral de Navarra. The order is issued under Article 41.1.e) of Foral Law 14/2004, of December 3, of the Government of Navarra and its President.

The regulation arrives as the Navarrese agri-food sector has already seen two extensions of a grant born as an emergency response to the energy and food crisis, and extends coverage to the last quarter of the year, the period of highest activity in the countryside and maximum cost pressure for professional transport. For beneficiaries with a tax domicile in Navarra, the text establishes the processing route and clears the uncertainty regarding the competent window: Hacienda Foral de Navarra, in accordance with sections two and three of Foral Order 32/2026.
