The Official Gazette of Navarra publishes this Friday, November 6, 2026, RESOLUTION 986E/2026, dated October 13, from the Director General of Transport and Sustainable Mobility, approving the call for grants to local entities for the execution of cycling infrastructure projects during the years 2027 and 2028. The call, with code BDNS 935385, has a total credit of 2,300,000 euros and is processed under a competitive bidding regime. The resolution appears in issue number 222 of the gazette, starting on page 39418.
80% Financing and Distribution by Territorial Areas
The grants will be paid from the 2028 expenditure budget item analogous to 230000 23200 7609 441112 “Call for support for cycling infrastructure” of the 2026 fiscal year, subject to the existence of adequate and sufficient credit in the 2028 accounts. The grant covers 80% of the eligible expenses, with the following caps:
- Sustainable Urban Mobility Plan area of the Pamplona Region: maximum of 150,000 euros per application and a global ceiling of 450,000 euros.
- Rest of Navarra: maximum of 300,000 euros per application and a global ceiling of 1,850,000 euros.
- If one area does not exhaust its amount, the available credit increases the maximum of the other.
Eligible expenses include the execution of works, project management and health and safety coordination, and the drafting of technical projects or valued reports. Valued reports will only be admitted when the proposed works are less than 200,000 euros (excluding VAT), and applications contemplating only route signage will not be accepted.
Deadlines: Applications until March 2027 and works closed in September 2028
The application submission period opens the day following publication in the Official Gazette of Navarra and ends on March 31, 2027; processing is electronic via the service catalog of the Government of Navarra portal. Works must be tendered between the publication of the call and December 31, 2027, and must conclude by the deadline of September 30, 2028. Exceptionally, an extension may be requested at least two months in advance, never exceeding October 31, 2028; the justification period would then extend until November 15, 2028.
The award resolution must be issued and notified within a maximum period of three months from the closing of the application period. An administrative appeal (recurso de alzada) may be filed against the call and its bases before the Counselor of Territorial Cohesion within one month.
Up to 100 points and a minimum of 35 to obtain aid
Applications are scored out of a maximum of 100 points, with a minimum threshold of 35 to avoid being dismissed. The criteria are:
- Route connectivity: up to 32 points (connection between municipalities, industrial estates, educational or health centers, Greenways, EuroVelo, Camino de Santiago, or existing urban lanes).
- Applicant population: up to 5 points, according to the census of January 1, 2025 (Royal Decree 1117/2025).
- Intermodality: 5 points for links with public transport stops or public parking lots.
- Proposal quality: up to 35 points (segregation, layout, bike lane width, signage, and lighting).
- Project maturity: up to 15 points.
- Added value: up to 8 points for tourist appeal, environmental criteria, or social acceptance.
In the event of a tie, priority is given to the application from the local entity with the largest population, and projects that improve routes already funded by public aid in the last five years are moved to the end of the list.
Four calls and growing demand from city councils
The resolution is based on article 52.h) of Foral Decree 249/2023, of November 15, and article 14 of Foral Law 11/2005, of November 9, on Subsidies, and is framed within the Active Mobility Master Plan of Navarra and article 29.c) of Law 9/2025, of December 3, on Sustainable Mobility. The Agreement of the Government of Navarra of October 7, 2026, authorized the multi-annual expenditure commitment. The historical series shows a demand far exceeding the credit:
- 2022-2023: 7 actions funded, 1,720,835 euros granted and justified investment of 2,341,248 euros, compared to applications for 5,123,244 euros.
- 2024-2025: 12 actions, 2,216,000 euros in subsidies and 3.2 million in investment, with applications for approximately 9.3 million.
- 2025-2026: 11 actions in 18 municipalities, 2,478,637 euros and approximately 3.3 million in investment, with 23 applications for 9.2 million.
A consolidated mechanism for active mobility
The call consolidates an instrument that has already allowed for the weaving of a network of cycling routes across the geography of Navarra and responds to a municipal demand that, in the last three editions, multiplied the available credit by two or more. For city councils, the margin is narrow: those aspiring to funding must submit a technical project or valued report, a detailed budget, and Secretariat certifications before March 31, 2027, and prove the connection of their bike lane with municipalities, industrial estates, educational centers, or existing networks, which is where a large part of the scoring is concentrated.
