Navalmoral de la Mata announces three Administrative positions in open competition
Por FactBox Admin

The City Council of Navalmoral de la Mata has announced selective tests, via an open competitive examination system, to permanently fill three vacant Administrative Assistant positions within the civil service staff. The Local Government Board approved the rules in an ordinary session on November 3, 2026, and the announcement is published in the Official Gazette of the Province of Cáceres number 213, dated November 6, 2026, with reference BOP-2026-5182.
The positions belong to the General Administration Scale, Administrative Subscale, are budget-funded, and correspond to the 2026 Public Employment Offer, approved by the Local Government Board on April 20, 2026, and published in the Official Gazette of Extremadura number 84, dated May 5, 2026. The announcement bears the signature of the mayor-president, Enrique Hueso Retamosa, and is complemented by the rules of another call approved in the same session, that for one Social Worker position (reference BOP-2026-5184).
The call complies with Law 7/1985 regulating the Bases of Local Regime, the revised text of the Basic Statute of Public Employees approved by Royal Legislative Decree 5/2015, and Law 13/2015 on the Public Service of Extremadura, among other regulations. The rules will be published in full in the Official Gazette of the Province of Cáceres, while the announcement of the call will be disseminated in the Official Gazette of Extremadura and the Official State Gazette.
Remuneration, requirements, and application deadline
The positions will be remunerated according to Group C, Subgroup C1, with a destination supplement level of 18, plus the complementary remuneration from the catalog and the Job Position Relationship, subject to Law 53/1984 on incompatibilities.
The requirements for applicants are:
- Spanish nationality or nationality of another Member State of the European Union, under the terms of Article 57 of the Basic Statute.
- Functional capacity for the performance of the tasks.
- To be at least 16 years old and not exceed the maximum compulsory retirement age.
- Not to have been dismissed through disciplinary proceedings nor be disqualified from public employment.
- To hold a Bachiller degree, FP II (Vocational Training), or equivalent, or be in a position to obtain it before the deadline.
Applications shall be addressed to the mayor-president and submitted to the General Registry within a period of 20 business days from the day following the publication of the call announcement in the Official State Gazette. Examination fees are set at 12 euros, with a 50% discount for registered unemployed persons and a total exemption for those who prove a disability exceeding 33% or are staff of the City Council itself; the payment concept must state Exp. 5078/2026 along with the applicant’s ID (DNI) or name.
Grading Tribunal and Development of the Exercises
The tribunal will be composed of an odd number of members, not fewer than five: the presidency and the secretary, with voice and vote, appointed by the Mayor’s Office, two members who are experts in the subject also appointed by the Mayor’s Office, and one member proposed by the Junta de Extremadura. All must be career civil servants or permanent contractual staff with a qualification equal to or higher than that required.
The competitive examination consists of two eliminatory exercises:
- First exercise: a test of 66 questions (the last 6 are reserve questions) based on the syllabus in Annex II, with a duration of 75 minutes; each correct answer adds 1 point and each error subtracts 0.25.
- Second exercise: a practical test of 150 minutes, with between two and four case studies at the tribunal’s discretion, focused on the functions of the position.
Each exercise is graded out of 10 points and requires a minimum of 5 to continue. The complete process may not exceed twelve months, and at least 72 hours and a maximum of 45 days must elapse between tests. After the application period, the provisional list of admitted and excluded candidates will be issued within a maximum of two months, with ten days for corrections and fifteen to make the list final, fixing the place, date, and time of the exercises.
Syllabus of 41 Topics and Job Pool
The program in Annex II consists of 41 topics, with a common part on the Constitution, the Statute of Autonomy of Extremadura, local government regime, transparency, and electronic administration, and a specific part on administrative procedure, contracts, local treasuries, urban planning, data protection, occupational risk prevention, and office automation.
Those who pass at least the first exercise will join a job pool to meet temporary needs or appointments as interim civil servants in the Administrative category. The list will be published within a maximum period of one month from the appointment resolution, ordered from highest to lowest score, and will annul previous pools of the same category. Anyone occupying a vacancy for more than nine months will return to the last place on the list, and express resignation or failure to respond to the call will imply removal from the pool.
The call represents one of the largest local public employment offers in the Navalmoral region and opens a process with permanent positions, a reserve pool, and an extensive syllabus that will require the dozens of expected applicants to undergo specific preparation over the coming months.
