Por FactBox Admin

The Navalcarnero City Council has published the new Municipal Traffic Ordinance of the Villa Real de Navalcarnero, which comes into force upon its definitive publication in the BOCM no. 245, of October 14, 2026. The text, approved by the Municipal Plenary in the session of May 28, 2026, and automatically elevated to definitive status as no allegations were presented, establishes the regime of infractions, sanctions, and loss of points applicable to drivers and pedestrians in the municipality. The regulation appears in section III. Local Administration with the official reference BOCM-20261014-77 and repeals the previous Municipal Traffic Ordinance.
The approval was processed in accordance with article 49 of Law 7/1985, of April 2, regulating the Bases of the Local Regime, and the entry into force occurs, according to the final provision, from its definitive publication in the BOCM, in accordance with article 70.2 of the same law. The file is issued under municipal competencies regarding traffic and is supported by Royal Legislative Decree 6/2015, of October 30, and Royal Decree 1428/2003, of November 21, which approves the General Traffic Regulations. The text is signed by the mayor-president, José Luis Adell Fernández, in Navalcarnero on October 5, 2026.
Fines from 80 to 500 euros and 50 percent discount
The ordinance structures the sanctioning regime into three levels and refers to Annex I, the table of infractions and sanctions accompanying the text. Minor infractions are punished with a fine of up to 100 euros, serious infractions with 200 euros, and very serious infractions with 500 euros, with specific amounts in the table dropping to 80 or 90 euros in the case of minor ones.
- Voluntary payment: 20 calendar days to pay the fine with a 50 percent reduction or to file allegations.
- Abbreviated procedure: advance payment implies a waiver of allegations, the end of the file, and administrative finality.
- Grading: the amount may be increased by up to 30 percent for recidivism, prior records, or danger created.
- Loss of points: article 114 links this to serious and very serious infractions in Annex I, with an automatic deduction when the sanction is recorded in the Registry of Drivers and Offenders.
- Cancellation: entries are cancelled ex officio three years after their fulfillment or expiration.
Speed, scooters, and pedestrian priority
Article 26 sets the generic limits on urban roads: 20 km/h on single-platform roads (shared roadway and sidewalk), 30 km/h on roads with a single lane per direction, and 50 km/h on roads with two or more lanes per direction. On through-roads, the limit is 50 km/h, and vehicles transporting dangerous goods may not exceed 40 km/h.
Personal mobility vehicles (P.M.V) are subject to their own rules: a minimum age of 15 to operate them, mandatory certified helmets, a design speed between 6 and 25 km/h, and a prohibition on traveling on sidewalks, pedestrian zones, parks, and green areas. Their circulation is prohibited on cross-town roads, interurban roads, highways, and motorways within urban areas and in urban tunnels, and their commercial use requires civil liability insurance. Groups of more than two people, with a maximum of eight plus a guide, require express municipal authorization with insurance covering at least one million euros.
For pedestrians, Article 13 lists prohibited behaviors, such as stopping on sidewalks to form groups, crossing in unauthorized areas, or traveling in lanes reserved for bicycles and P.M.V. When there is no marked crossing within a 50-meter radius, crossing must be done at the corners and perpendicularly to the axis of the road.
Pedestrian zones, street closures, and vehicle removal
Annex II regulates circulation in pedestrian zones, where pedestrians always have priority and vehicle access requires prior and express authorization, which must be displayed visibly on the dashboard. The authorized time for loading and unloading or picking up and dropping off people may not exceed 15 minutes, and parking in these zones is prohibited.
Annex III subjects street closures to authorization from the competent traffic authority, which must be requested at least four days in advance and requires payment of the corresponding fee. Closing a road without authorization is penalized with an amount equivalent to 1.5 times the fee for the private use of public domain. The ordinance also regulates the immobilization and removal of vehicles, which may be ordered, among other scenarios, for lack of mandatory insurance, a positive result for alcohol or drugs, or overloading.
The new ordinance replaces a previous framework and organizes the rules of coexistence between cars, bicycles, scooters, and pedestrians in Navalcarnero into a single text. Its entry into force directly affects the municipality’s drivers, who now face a detailed sanctioning scheme, with fines of up to 500 euros and point deductions, as well as pedestrians, whose behaviors are also categorized.
