Namur: the perimeter of the Trafic site in Belgrade definitively adopted
Por FactBox Admin

The Belgian Official Gazette (Moniteur belge) of October 6, 2026, publishes the ministerial decree of September 3, 2026, definitively adopting the perimeter of the site to be redeveloped SAR/NA166, known as “Trafic, gas station-shop, car-wash and tavern” in Namur (Belgrade). The text, signed by F. Desquesnes, Vice-President and Minister of Territory, Infrastructure, Mobility and Local Authorities, bears the reference C − 2026/007035 and appears on page 53151. The decree enters into force on the day of its signature.
The selected perimeter covers 0.9 hectares in a peripheral urban area, at the address avenue Jean Pochet 1 in 5001 Belgrade, four kilometers west of the center of Namur. It includes the parcels registered under NAMUR, 10th division Belgrade, section C, nos. 151K5 and 151H5, and is accompanied by an annexed environmental declaration, required by Article D.VIII.36 of the Code of Territorial Development (CoDT).
A derelict former commercial hub
The site brings together four disused buildings:
- the former Trafic store, an industrial warehouse of approximately 2,212 m²;
- a car-wash of 760 m²;
- a former tavern of approximately 170 m²;
- the remains of a former gas station, which has been dismantled.
The unbuilt part, primarily mineralized, includes parking lots and circulation areas, an embankment and wooded areas to the west, as well as herbaceous and shrubby vegetation to the east. The whole is described as “abandoned and in a dilapidated state.” The perimeter is delimited to the north by the N4 and to the south by the N93 (avenue Jean Pochet), these two national roads meeting to the east; it is bordered to the west by the residential neighborhood of Taille aux Oruints. The Namur sector plan, adopted on May 14, 1986, overlays a mixed economic activity zone and a residential zone.
Five years of procedure
The official chronology is as follows:
- December 7, 2021: submission of the recognition request by ACTIBEL Immobilier sprl;
- March 10, 2022: request declared complete and admissible;
- January 27, 2023: suspension of the procedure, as the Trafic store was still in operation;
- March 4, 2025: effective cessation of the store’s activities;
- June 19, 2025: approval by the Minister of the proposed content of the environmental impact report (RIE);
- November 5, 2025: submission of the RIE;
- March 2, 2026: ministerial decree of provisional recognition;
- April 13 to May 12, 2026: public inquiry, which resulted in two complaints;
- September 3, 2026: definitive adoption.
The opinions received come from RAMUR asbl and GRACQ – AVELLO NAMUR. The Namur External Directorate made no remarks; the other bodies — Local Planning Directorate, Territorial Development Directorate, Business Park Facilities Directorate, and the Municipal Commission for Spatial Planning and Mobility — issued a favorable opinion by default.
Towards a mixed-use neighborhood
The objective stated by the applicant is to allow the conversion of the site into a mixed-use project of housing and complementary functions, while ensuring the link between residential neighborhoods and neighboring economic and commercial activities. The Communal Development Scheme classifies the site as zone A, recommended for densification, with a minimum of 35 units per hectare. The recognition of the perimeter allows for a derogation from the sector plan and paves the way for subsequent funding for the remediation, handled in a separate file.
Complaints and environmental conditions
The observations collected concern in particular:
- the loss of an economic activity zone, deemed unsuitable for another use;
- the inappropriateness of housing in an area bordered by two major road axes;
- the area of 90 ares, deemed insufficient for a “residential neighborhood”;
- soft mobility, with requests for road safety, bike boxes, and parking for cyclists;
- the preservation of the wooded fringe and several sycamore maples.
Furthermore, the environmental declaration requires an orientation study on the two parcels colored “peach” on the BDES before any installation, as well as an action plan against invasive plants. A soil study had already been carried out in 2021.
The final adoption of the SAR/NA166 perimeter does not constitute a permit: it authorizes the derogation from the sector plan and makes future works conditional upon a planning permit and, if applicable, an environmental permit. For the residents of Belgrade, it primarily confirms the planned disappearance of a visual blight at the entrance to the city, without yet fixing the content of the project.
