Moral de Calatrava declara caducadas ofertas de empleo de 2021 y 2022

The City Council of Moral de Calatrava has declared the public employment offers for the 2021 and 2022 fiscal years expired for those positions that were not executed, including two posts linked to the elderly residence: a Geriatric Assistant and a Nurse. The resolution was adopted via Decree No. 2026-1456, dated October 23, 2026, and is published as announcement 3459 in the Official Gazette of the Province of Ciudad Real No. 207, corresponding to Tuesday, October 27, 2026.

The agreement is based on Article 70.1 of the Recast Text of the Law of the Basic Statute of Public Employees, which sets a maximum deadline for the execution of public employment offers, meaning that positions that have not been announced and resolved within that timeframe lapse. The Council does not detail in the announcement how many positions were finally filled, but only those that remain unexecuted and, therefore, lose their validity.

The publication appears in the Local Administration section of the provincial gazette, under the City Councils heading, and bears the signature of the First Deputy Mayor, Rocío Zarco Troyano. The document incorporates the Secure Verification Code JN6Pn9yitGKmWfSN+iZ7 for verification on the electronic headquarters of the Provincial Council.

The lapsing positions

The decree lists the unexecuted positions, all of which are labor personnel:

  • 1 Geriatric Assistant in Residence (OEP 2021).
  • 1 Nurse in Residence (OEP 2021).
  • 1 Master Builder position (OEP 2022).

The first two positions directly affect the municipality’s residential care system, while the third corresponds to the municipal works area. The declaration of expiration implies that these positions are no longer available for announcement under the terms in which they were approved.

Article 70.1 of the Recast Text of the Law of the Basic Statute of Public Employees establishes a maximum period of three years to execute a public employment offer—that is, to announce and resolve the corresponding selection processes. Once that margin is exceeded, the unannounced positions expire and must be subject to a new municipal decision.

The City Council has not detailed in the announcement the specific reasons that prevented the processing of these three positions within the deadline, nor has it quantified the impact on the organic staff, information which does not appear in the text published in the provincial gazette.

Future calls and communications

The decree does not definitively close the door to these positions. The second point of the operative part establishes that they may be announced, where applicable, in the next Public Employment Offer approved by the Corporation, such that their filling would be linked to a new personnel planning instrument.

The third point requires the resolution to be communicated to the affected municipal departments and its summary to be published in the Official Gazette of the Province. Furthermore, the agreement must be forwarded to the General State Administration and the Regional Administration, in compliance with the provisions of Article 56.1 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime.

The news has a direct impact on local public employment and on the elderly care services of the municipality: the expiration leaves, for now, two care positions in the residence uncovered—a Geriatric Assistant and a Nurse—and requires the procedure to be reopened if the City Council wishes to fill them in the future.
