Por FactBox Admin

The Monzón City Council has approved the Public Employment Offer for the year 2026, consisting of five vacant positions with allocated budgets. The resolution is signed by the delegated councilor for Personnel, Nuria Moreno Anell, via Decree No. 2181, dated October 13, 2026, and is published in the Official Gazette of the Province of Huesca No. 198, dated Thursday, October 15, 2026, with the official reference BOPH-2026-198015.
Regulatory Framework and Background
The offer is based on Article 91 of Law 7/1985, of April 2, regulating the Bases of the Local Regime, and Article 70 of the revised text of the Law of the Basic Statute of the Public Employee, approved by Royal Legislative Decree 5/2015, of October 30. The file, processed by the Human Resources area under number 1763437T, also invokes Article 20 of the General State Budget Law for 2023, which sets the limitation on the incorporation of new personnel.
The origin of the positions lies in the personnel staff approved alongside the General Budget of the Corporation for 2026. The Plenary gave the green light to the budget in an ordinary session on December 18, 2025, published in the Official Gazette of the Province of Huesca No. 241, dated December 22, 2025, and was definitively approved after the legal period without claims, with full publication in the same gazette No. 14, dated January 23, 2026.
Five Positions: Two Open Access and Three Internal Promotion
The offer distinguishes between new entry positions and internal promotion, with the following destinations and selection systems:
- Local Police: 2 career official positions via open access, Special Administration scale, Special Services sub-scale, Local Police class, group C, subgroup C1, via competitive examination.
- Festivals and Fairs Technician: 1 open access position, Special Administration scale, Technical sub-scale, Middle Technicians class, group A, subgroup A2, via merit-based competitive examination.
- Local Police Officer: 1 position via internal promotion, group C, subgroup C1, via merit-based competitive examination.
- Gardening Supervisor: 1 position via internal promotion, group C, subgroup C2, Trade Personnel class, via merit-based competitive examination.
Prior Procedures and Deadlines
The processing began with the order from the delegated councilor for Personnel on February 25, 2026, which ordered the start of the procedures. The report from the Human Resources Technician, signed on October 2, 2026, with the approval of the General Secretariat, specified the calculation of the replacement rate and the positions eligible for the offer. The proposal went through the General Negotiation Table in an ordinary session on October 6, 2026, and received a favorable report from the Comptroller’s Office on October 8, 2026.
The decree is issued in exercise of the powers delegated by the Mayor’s Office through Decree No. 1442, dated June 21, 2023, and under the protection of article 21.1.g) of Law 7/1985. The resolution orders the publication of the agreement on the municipal electronic office and in the provincial bulletin, and sets a non-extendable period of three years, counting from the date of publication, to call for the offered positions.
An optional appeal for reversal may be filed against the resolution before the Mayor’s Office within one month from the day following its publication, or an administrative-law appeal may be filed before the Administrative Litigation Section of the Court of First Instance within two months from the publication.
The approval of this offer opens the door to five selection processes in the Monzón City Council, the main town of Cinca Medio, and provides public employment applicants in the region with a stable reference regarding the positions that will be called for in the next three years, both through open access and internal promotion.
