Miranda de Ebro convoca cuatro plazas de limpieza por oposición libre

The Miranda de Ebro City Council has approved the guidelines that will govern the call and selection process to permanently fill four cleaning staff positions through an open competitive examination system. The agreement was adopted by the Local Government Board on September 15, 2026, and the full text is published in the Official Gazette of the Province of Burgos number 192, dated October 8, 2026, under the official reference BOPBUR-2026-04206.

A public employment offer with four permanent job vacancies

The positions are part of the 2026 public employment offer, approved by agreement of the Local Government Board on July 14, 2026, and published in the Official Gazette of the Province of Burgos number 140, dated July 28, 2026. The call is issued by order of the Delegated Councilor on July 30, 2026, and in compliance with articles 172 and 175 of Royal Decree 2568/1986, of November 28, which regulates the legal regime of local entities.

The characteristics of the vacancies are as follows:

  • Typology: labor.
  • Group: V (professional groupings).
  • Designation: cleaning staff.
  • Number of vacancies: 4.
  • Contract: permanent labor.
  • Form of access: open.
  • Access system: competitive examination.
  • Remuneration and functions: according to the job position list (RPT).

The number of positions may be increased by decree of the competent body, provided that the vacancies are incorporated into the corresponding employment offer and before the deadline of the final examination of the competition.

Requirements, fees, and application deadline

Applicants must meet the conditions of article 56 of Legislative Royal Decree 5/2015, of October 30, which approves the revised text of the Law of the Basic Statute of the Public Employee:

  • Hold Spanish nationality, without prejudice to the provisions of article 57 of the same regulation.
  • Possess the functional capacity to perform the tasks.
  • Be at least sixteen years of age and not exceed the maximum compulsory retirement age.
  • Not have been dismissed through disciplinary proceedings nor be disqualified from public employment.
  • Hold a certificate of schooling or be in a position to obtain it before the application deadline expires.

Applications shall be addressed to the mayor-president and submitted within twenty business days starting from the day following the publication of the summary announcement of the call in the Official State Gazette. The examination fee is 15 euros, with a 50% discount for unemployed persons registered as job seekers for at least six months, persons with a disability of 33% or more, victims of terrorism and their spouses and children, and victims of gender-based violence.

Two eliminatory exercises and job pool

The competitive examination phase will consist of two capacity and aptitude tests, both of which are mandatory and eliminatory:

  • First exercise: a questionnaire of 30 multiple-choice questions on blocks I and II of the syllabus, with a duration of 60 minutes, seven reserve questions, and a maximum score of 12 points (minimum 6 to pass).
  • Second exercise: a practical test of up to 90 minutes related to the specific tasks of the position, scored from 0 to 12 points (minimum 6 to pass).

The order of appearance for candidates will begin with those whose first surname starts with the letter “B”, in accordance with the resolution of June 29, 2026, of the State Secretariat for Civil Service. A job pool for future calls will be formed from those who pass the process without obtaining a position, ordered from highest to lowest score and with a maximum validity of five years.

Qualifying tribunal and appeals

The selection tribunal will be appointed by the Mayor’s Office and will be composed of a president, one or two members from a public administration of Castilla y León, one member from the Regional Government of Castilla y León, one permanent employee proposed by the works council, and a secretary. Its full composition will be published before the first exercise.

An administrative appeal may be filed against the rules and the call for applications before the Administrative Litigation Section of the Court of First Instance of Burgos within two months, or an optional appeal for reversal before the city council within one month. The rules were signed in Miranda de Ebro on September 28, 2026, by the mayor-president, Aitana Hernando Ruiz.

The call represents one of the largest local public employment offers of the year in the region and opens a stable access route for people without a higher degree, with special attention to long-term job seekers, for whom the examination fee is reduced by half.
