Miranda de Ebro calls for five head of office positions via a merit-based competition

The City Council of Miranda de Ebro has approved the call and the rules to fill five head of department positions within its municipal staff through a competitive process. The agreement corresponds to the Local Government Board of September 8, 2026, and is published in the Official Gazette of the Province of Burgos no. 181, of September 23, 2026, in section III. Local Administration (official reference BOPBUR-2026-03938). The call is issued in compliance with articles 172 and 175 of Royal Decree 2568/1986, of November 28, which approves the Regulations on the Legal Regime, Organization, and Operation of Local Entities, and stems from the order of the delegated councilor dated August 6, 2026.

Five positions and a level 20 destination supplement

The called positions belong to the General Administration scale, Administrative sub-scale, of subgroup C1 as provided in article 76 of Legislative Royal Decree 5/2015, which approves the revised text of the Basic Statute of Public Employees Law, with a level 20 destination supplement. The head of department positions to be filled are:

  • Head of Urban Planning Department.
  • Head of Industrial Department.
  • Head of Taxes Department.
  • Head of Internal Regulations Department.
  • Head of Procurement and Assets Department.

The number of positions may be expanded to include any vacant head of department positions existing on the date of the first session of the evaluation committee.

Requirements and a fifteen-business-day deadline

To apply, it will be necessary to be a career civil servant of the City Council of Miranda de Ebro and belong to the General Administration scale, Administrative sub-scale; possess the qualification required for entry into subgroup C1 (High School Diploma or Technician); not be in a semi-retirement status; and have remained in a General Administration administrative position for a minimum of two years. The requirements must be met by the last day of the application period and maintained throughout the process.

Applications, following the model in Annex I, shall be addressed to the mayor-president and submitted in accordance with Law 39/2015, of October 1. The deadline is fifteen business days from the publication of the call in the Official Gazette of the Province of Burgos, and applicants must attach a curriculum vitae, documentary accreditation of merits, and a self-assessment of scores.

Evaluation committee and merit scale

The evaluation commission will be chaired by a municipal official of a category equal to or higher than administrative and will be composed of a representative from the Personnel Unit, one member from each most representative trade union organization or those with more than ten percent of representatives, an official proposed by the Junta de Castilla y León, and an official with the rank of head of department. The acting secretary or the official to whom they delegate will serve as secretary.

The competition consists of a single merits phase, with the following maximum scores:

  • Seniority: up to 2.00 points (0.10 per full year).
  • Evaluation of work performed: up to 3 points.
  • Consolidated personal grade: up to 2.00 points.
  • Academic qualification: up to 2.00 points.
  • Training and professional development courses: up to 1.50 points.

A minimum of 3 points must be obtained to be proposed for the position.

Calendar, destinations, and taking office

The resolution of the competition must occur within a period of nine months from the day following the end of the application submission period. Once the appointment proposal has been submitted, applicants will have twenty calendar days to request the allocation of destinations, which will be assigned in order of score and will be non-waivable and voluntary. The period for taking office will be three business days if it does not involve a change of residence and one month if it entails a change of residence or reinstatement to active service.

An administrative appeal may be filed against the rules and the call for applications before the Court of First Instance, Contentious-Administrative Section of Burgos, within two months, or an optional appeal for reversal before the City Council of Miranda de Ebro within one month. The rules were signed in Miranda de Ebro on September 10, 2026, by the mayor-president, Aitana Hernando Ruiz.

The call opens an internal promotion route reserved for the career civil servants of the city council itself, which may reorganize the administrative structure of five key departments—Urban Planning, Industrial, Taxes, Internal Regime, and Contracting and Heritage—without the need to recruit external personnel. For municipal employees of subgroup C1 with at least two years of service, the process represents an opportunity for promotion with salary effects linked to level 20 of the destination supplement.
