Minvu relaxes subsidy requirements due to sinkholes in the north of the country

The Ministry of Housing and Urbanism modified the guidelines for the special calls of the Housing and Neighborhood Improvement Program intended for homes and condominiums affected by sinkholes in the north of the country. Exempt Resolution No. 1,598, signed on October 14, 2026, was published this Wednesday in the Official Gazette No. 44,579, Section I, General Norms (CVE 2887442), and reduces the savings and seniority requirements for application.
The administrative act is issued within the framework of Supreme Decree No. 27 (V. and U.), of 2016, which regulates the program and empowers the ministry, in its article 24, to establish requirements, impediments, and conditions in calls under special conditions. Two sets of guidelines were modified: Exempt Resolution No. 1,307 (V. and U.), of August 17, 2026, for housing projects in Arica and Parinacota, Tarapacá, and Antofagasta, and Exempt Resolution No. 1,257 (V. and U.), of August 12, 2026, for condominiums in Tarapacá, Antofagasta, and Atacama.
The origin of the adjustment is a request from the Ministerial Secretary of Housing and Urbanism of the Tarapacá Region, sent by email on August 20, 2026, which requested a review of the savings requirement, the incorporation of resources from the regional programming agreement as additional contributions, and a review of the minimum seniority required for condominiums.
Minimum savings of one unit of foster (UF)
Exempt Resolution No. 1,598 replaces numeral 3.1 of Exempt Resolution No. 1,307, such that applicants must prove a minimum savings of one Unit of Foster (UF), calculated using the UF value in effect as of January 1, 2026. Accreditation will be made on the final day of the closing of the application data entry stage, in accordance with articles 15 and 76 of SD No. 27 (V. and U.).
Additionally, the phrase in numeral 5.3 of Resolve 5 that excluded duplicate technical construction diagnoses or those issued by different Sponsoring Entities is removed, thereby expanding the acceptable documentation.
Additional contributions of up to 100 units of foster in Tarapacá
The new numeral 6.3 of Resolve No. 6 allows projects in Tarapacá to add additional contributions funded by the Programming Agreement “Emergency Plan for the attention of housing affected by Sinkholes for the Tarapacá Region,” signed with the Regional Government and the Undersecretariat of Regional and Administrative Development.
- The additional contribution per project may not exceed 100 Unidades de Fomento.
- It shall be complementary to the maximum subsidy amounts already established in Resolution No. 6.
- The Sponsoring Entity must indicate the required amount when submitting the application, during the data entry process.
- The Housing and Urbanization Service of the Tarapacá Region must certify the financing charged to the agreement and approve the amount during the review and qualification stage.
- Contributions are subject to the budgetary availability of the resources allocated for this purpose.
Less seniority and more flexibility for condominiums
Regarding exempt resolution No. 1,257, the ministry introduced three changes:
- It is added to resolution 1.2 that, when there are sinkholes not associated with saline soil conditions, the Seremi may exceptionally and with justification authorize the application, leaving a record in the certification resolution.
- In resolution 1.3, the seniority of social condominiums is now required to be “greater than 10 full years in the year of application.”
- In resolution 1.4, the minimum seniority of economic condominiums is lowered from “greater than 20 years” to “greater than 15 years.”
New calendar and savings validation
Resolution No. 12 of exempt resolution No. 1,307 moves the deadline previously set for December 4, 2026, to December 28, 2026. Likewise, a third paragraph is incorporated into numeral 12.1: during data entry, Sponsoring Entities must register “Financiera Provisoria” as the financial institution and correctly enter the account number, including the leading zeros.
Once that stage is completed, the reported savings will be validated, the accounts will be blocked, and it will not be possible to modify the entered numbers. Applications whose savings are not validated will be canceled from the process and cannot proceed to the following stages. The remainder of both resolutions remains in effect in all non-modified aspects.
The adjustment eases the financial burden on applicant families from the north and the entities sponsoring the projects, by allowing the required savings to be reduced to one UF and allowing regional resources from the emergency plan to complement the subsidies in Tarapacá. It also expands coverage to condominiums with less seniority and to sinkholes not linked to saline soil, two situations that until now remained outside the bases of the 2026 special calls.
