Minvu Coquimbo llama a postular 200 viviendas sociales en Maestranza II

The Seremi of Housing and Urbanism of the Coquimbo Region has called for applications under special conditions for the submission of housing projects for the Social and Territorial Integration Program, regulated by DS 19 (V. y U.) of 2016, on land owned by Serviu, corresponding to the PUH Maestranza II stage. The call is contained in exempt resolution No. 884, dated September 29, 2026, published in the Official Gazette of the Republic of Chile on Friday, October 2, 2026 (official reference: CVE 2880278).

The call is framed within Law No. 21,450, on Social Integration in Urban Planning, Land Management, and the Housing Emergency Plan, which seeks to guarantee access to housing in well-located environments, connected to facilities, green areas, and services. Previously, exempt resolution No. 2,322 (V. y U.), dated June 26, 2026, authorized the application of the program in the Coquimbo Region and the holding of the competition on Serviu land located in the commune of Coquimbo, and delegated to the regional ministerial secretariats the authority to issue the resolution approving the list of the selected project, the waiting list, and those rejected.

A 3.54-hectare plot in the Maestranza sector

Serviu Coquimbo Region is the owner of the property called Lot 1-A-4, located in the PUH Maestranza sector, identified under Tax Assessment Rol No. 597-067, with an approximate area of 35,403.28 m², equivalent to 3.54 hectares, destined for a comprehensive housing intervention.

In said property, the development of a project for 200 homes under the DS 19 program is contemplated in a first stage, on an area of 5,558 m² authorized by exempt resolution No. 2,322 (V. y U.).

Unsatisfied demand in the commune

The resolution bases the call on the high demand for housing from vulnerable families and middle-income sectors in Coquimbo:

  • 160 families with granted subsidies from the Housing Choice Solidarity Fund Program DS No. 49.
  • 1,156 families from the Integrated Housing Subsidy System Program DS No. 1.

According to the considerations of the administrative act, both groups have been unable to apply their subsidies in the commune.

Subdivision with a maximum capacity of 520 homes and transfers

Given the area and configuration of the plot, the project must obtain approval from the Municipal Works Directorate of Coquimbo for a subdivision with simultaneous construction encompassing the entire plot and contemplating a maximum global capacity of 520 homes. The subdivision must define:

  • The resulting lots, roads, and general urbanization networks.
  • Green areas and surfaces for sports and recreational activities.
  • Land for equipment and other mandatory transfers in accordance with the General Law of Urbanism and Construction.
  • A plot of at least 2,000 m² for Junji equipment.
  • A surface of at least 325 m² for community equipment intended for a future Neighborhood Council headquarters.

The incorporation of a maximum capacity of 320 dwellings for future projects shall be for the exclusive purpose of certifying the sufficiency of the remaining lots and ensuring that the execution and partial acceptance of the first stage do not impede its subsequent development.

Scope of the call

The call does not include the definitive development or execution of the future dwellings, which will be the subject of a subsequent procedure and will require processing the modification of the project or the original permit before the Municipal Works Directorate. The proposal must be conceived as a comprehensive and coordinated urban solution for the entirety of Lot 1-A-4 PUH Maestranza, ensuring compatibility between the DS No. 19 and DS No. 49 projects and the urbanization works, roads, green areas, equipment, transfers, parking, and infrastructure networks.

The extract is signed by Pedro Pablo Muñoz Lenck, Acting Regional Ministerial Secretary of Housing and Urbanism of the Coquimbo Region.

The call opens a concrete path to reduce the housing deficit in Coquimbo, by enabling well-located fiscal land for social integration housing and allowing families who currently cannot use their subsidies to access a solution in the commune.
