Mieres convoca 27 plazas del plan de empleo para mantenimiento urbano

The Mieres City Council has announced the selection processes and employment pools to hire 27 people under the Employment Plan within the framework of integrated activation itineraries in the local sphere, 2026 call. The agreement was adopted by the Local Government Board in an ordinary session on October 7, 2026, and the guidelines are published in the Official Gazette of the Principality of Asturias (BOPA) number 204, dated October 21, 2026, with the official reference 2026-08294.

Framework of the call and financing

The call derives from the grant awarded by the Public Employment Service of the Principality of Asturias through a resolution dated August 18, 2026 (BOPA of August 31, 2026), issued under the 2026 call approved by resolution on June 9, 2026 (BOPA of June 18, 2026) and the regulatory guidelines established by resolution on May 22, 2025, by the Ministry of Science, Industry, and Employment (BOPA of June 12, 2025).

The contracts will be for full-time temporary labor personnel, with a maximum duration of one year, and will be linked to the active employment policy programs provided for in the ninth additional provision of Law 3/2023, of February 28. The hirings will be effective in the 2026/2027 period, and the exclusive destination is the works plan titled “Maintenance of urban elements in the municipality of Mieres.”

Distribution of the 27 positions

The occupations and the number of positions are as follows:

  • 1 position for Technical Engineer, general group, with a degree in civil, mining, forestry, industrial, or mechanical engineering and a B driver’s license.
  • 1 position for Plumber, general group, with intermediate-level training or a level 2 professional certificate and one year of experience.
  • 2 positions for Mason: one for the general group and another reserved for those over 45 years of age as of the contract date.
  • 1 position for Carpenter, general group.
  • 1 position for Painter, reserved for those over 45 years of age.
  • 21 positions for Laborer, with no specific training requirement: 12 reserved for those over 45 years of age and 9 reserved for beneficiaries of the Basic Social Salary or the Minimum Vital Income who have been beneficiaries at any point since June 2026.

The target recipients are long-term unemployed persons or those in a situation of social exclusion accredited by public social services. Each candidate may apply for a maximum of two positions and must submit an application for each.

Deadline, submission, and selection system

The application period is 20 calendar days starting from the day following the publication of the rules in the BOPA, that is, from October 22 to November 10, 2026. Applications are to be submitted via the municipal General Electronic Registry, through procedure 09.02 of the electronic office, or at the registration office at Plaza de la Constitución, s/n, from 9 a.m. to 2 p.m.

The access system varies according to the position:

  • Competitive examination (Concurso-oposición) for the positions of technical engineer and officers, featuring an eliminatory practical exercise and a scale of up to 5 points that prioritizes those over 52 years old (1.5), women victims of gender-based violence (1.25), people with a disability equal to or greater than 33% (1.25), and women in underrepresented professions (1).
  • Public lottery for the laborer positions, with two separate draws: one for the 9 positions for recipients of the Basic Social Salary or the Minimum Vital Income, and another for the 12 reserved for those over 45 years old.

Persons who have had an employment relationship with the Mieres City Council or its public sector exceeding 122 days under the 2024 and 2025 employment plan calls, and those receiving contributory unemployment benefits as of June 18, 2026, are excluded.

Impact for the unemployed in the council

The call represents one of the largest temporary hiring pools of the year in the municipality and expressly reserves more than half of the positions for groups with particular difficulty accessing the labor market: those over 45 years old and recipients of minimum benefits. Subsequent announcements, lists of admitted candidates, and results will be published solely on the municipal electronic employment notice board of the City Council’s electronic office, with dissemination through Trabajastur.
