Metro tenders bus transport for its staff for 6.32 million

Metro de Madrid, S. A. has called for tenders for the bus transport service for its personnel, a contract valued at 6,318,942.57 euros (excluding VAT) with a duration of three extendable years. The announcement, dated October 22, 2026, is published in the B.O.C.M. no. 257 of October 27, 2026, within section I.D (Announcements) of the Ministry of Housing, Transport and Infrastructure, under file 6012600279.

A critical service to open and close the subway

The object of the contract is the “personnel transport service by bus, with pre-established routes, that allows and guarantees the opening and closing of the daily Metro de Madrid service.” Therefore, it is a service linked to the daily operation of the subway and not for passenger transport: the CPV codes used are 60100000-9 (road transport services) and 60130000-8 (special road passenger transport services).

The place of execution is the facilities of Metro de Madrid, S. A., with NUTS code ES30, and the department processing the file is the company’s Procurement and Corporate Services Area, located at avenida de Asturias, number 4, 28029 Madrid (NIF A-28001352).

Four lots with fifteen routes and a maximum of one lot per company

The tender is divided into four lots, for which bids can be submitted for all of them, although each bidder may be awarded a maximum of one, unless all companies with valid bids have already reached that limit:

Lot 1 (“A”): routes 1, 2, 3, and 4, with a base budget of 1,160,466.72 euros (1,276,513.39 including VAT).
Lot 2 (“B”): routes 5, 6, 7, 6 bis, and 7 bis, with 1,326,667.28 euros (1,459,334.01 including VAT).
Lot 3 (“C”): routes 8, 9, 10, and 11, with 1,129,614.32 euros (1,242,575.75 including VAT).
Lot 4 (“D”): routes 12, 13, 14, and 14 bis, with 1,123,404.25 euros (1,235,744.68 including VAT).

The order of award established in the announcement is as follows: first lot 2, then lot 4, then lot 1, and finally lot 3.

Three extendable years and lowest price criterion

The contract is tendered via an open procedure and ordinary processing, without a framework agreement or dynamic purchasing system, and with a single award criterion: the lowest price offer. Variants are not permitted, nor is an electronic auction planned, although subcontracting is allowed.

Regarding duration, the execution period is three years starting from the day following the signing of the commencement act of the works, with the possibility of a single extension for periods of up to one year. The final guarantee is set at 5 percent of the base tender budget, excluding VAT, and no provisional guarantee is required. Advertising expenses have a maximum amount of 9,000 euros.

Electronic submission until November 24

Offers must be submitted exclusively by electronic means, through the SRM (Supplier Relationship Management) application of Metro de Madrid, S. A., with the deadline open until 12:00 hours on November 24, 2026. The bidder is obliged to maintain their offer for six months. The documentation can be obtained from the Public Procurement Portal of the Community of Madrid.

The announcement was sent to the Official Journal of the European Union on October 23, 2026. A claim or question of nullity against the tender may be filed before the Administrative Tribunal for Public Procurement of the Community of Madrid (calle Manuel Silvela, 15, 6th floor, 28010 Madrid), within the time limits of article 121 of RDL 3/2020. The announcement is signed by the head of the Contract Execution Service, Elena de la Iglesia Toribios.

The contract is of direct interest to the discretionary passenger transport sector of the region, which aspires to a portfolio of four lots with fixed routes for three years. For Metro de Madrid, S. A., the outsourcing of these staff commutes is an operational piece: without those buses, the daily opening and closing of the railway service cannot be guaranteed.
