Metro declara desierto el mantenimiento de puertas de la serie 3000-1.ª

Metro de Madrid, S. A. has declared the long-cycle preventive maintenance contract for the passenger access doors of the 3000-1st series rolling stock void, as no valid bids were received. The decision, adopted on October 29, 2026, is published in the Official Gazette of the Community of Madrid (BOCM) no. 266, dated Thursday, November 5, 2026, in section I.D (Announcements), under official reference BOCM-20261105-26. The announcement forces the public company to relaunch the tender and delays the scheduled maintenance of trains that remain in service.

The announcement, signed on October 30, 2026, by Elena de la Iglesia Toribios, head of the Contract Execution Service, depends on the Ministry of Housing, Transport and Infrastructure of the Community of Madrid and is processed in the Procurement and Corporate Services Area of Metro. The case file is 6012600009 and its object is a long-cycle preventive maintenance service for passenger access door equipment, with CPV codes 50222000-7 (repair and maintenance of rolling stock) and 50224000-1 (reconditioning of rolling stock).

A 1.27 million contract divided into two lots

The estimated value of the contract amounts to 1,274,400.00 euros, excluding VAT. The base tender budget is divided into two lots according to the type of train:

  • Lot 1: long-cycle preventive maintenance on doors of 3000 1st MRSM trains. Taxable base of 664,200.00 euros, VAT of 139,482.00 euros, and base budget of 803,682.00 euros.
  • Lot 2: long-cycle preventive maintenance on doors of 3000 1st MRSSRM trains. Taxable base of 610,200.00 euros, VAT of 128,142.00 euros, and base budget of 738,342.00 euros.

Altogether, the base budget including VAT reaches 1,542,024.00 euros. The place of execution is the facilities of Metro de Madrid, S. A., with NUTS code ES30, and the entity is headquartered at Avenida de Asturias, number 4, 28029 Madrid (NIF A28001352).

Ten months of processing without valid bids

The tender was called via an open procedure and ordinary processing, with award based on the best quality-price ratio: 70 points for economic criteria and 30 for qualitative criteria. Subcontracting was permitted, and no framework agreement, electronic auction, or reservation of lots for special employment centers or integration companies was foreseen. It was also not linked to European Union funds.

The tender announcement was published on January 22, 2026, in the Public Procurement Portal of the Community of Madrid and in the Official Journal of the European Union, and on January 23, 2026, in the BOCM itself. The declaration of void thus comes more than nine months after the call, and the corresponding announcement was sent to the OJEU on November 3, 2026.

Appeal Route before the Administrative Tribunal

The announcement includes information regarding challenges: a procurement claim or a question of nullity may be filed against the declaration before the Administrative Tribunal for Public Procurement of the Community of Madrid, located at calle Manuel Silvela, 15, 6th floor, 28010 Madrid. The deadlines are those provided for in Article 121 of RDL 3/2020, of February 4, which incorporates European public procurement directives for certain sectors into the Spanish legal system.

Metro de Madrid does not detail a new bidding calendar in the announcement nor the number of companies that may have withdrawn from the procedure. The text is limited to stating the cause of the declaration: the absence of valid bids for either of the two lots into which the contract was divided.

The standstill affects a critical component for the security and reliability of the service: passenger access doors are one of the systems with the highest incidence of breakdowns that force trains to be removed from circulation. Since the long-cycle preventive maintenance for the 3000-1st series remains unawarded, Metro must resort to emergency procedures or new tenders, with the resulting added cost and delay in the renovation of rolling stock that continues to provide service on the network.
