Metro de Madrid tenders the repair of gearboxes for Series 3000 trains

Metro de Madrid, S. A. has called for tenders for the repair service of the gearboxes for Series 3000 trains, divided into two lots. The announcement, dated September 18, 2026, is published in the Official Gazette of the Community of Madrid (B.O.C.M.) number 226, dated September 22, 2026, with the official reference BOCM-20260922-19 and file number 6012600247. Interested companies may submit their bids until 12:00 PM on October 21, 2026.

The contract is promoted by Metro de Madrid, S. A., a contracting entity with special or exclusive rights whose main activity is urban railway, tram, trolleybus, or bus services. The file is processed by the company’s Procurement and Corporate Services Area, located at Avenida de Asturias number 4, 28029 Madrid, with NIF A28001352. Two lots by gearbox model

The object of the contract is the repair service of two different gearbox models, divided into lots with independent awarding:

• Lot 1: repair of gearbox model Flender AKEF 234.5 of the Series 3000.
• Lot 2: repair of gearbox model Watteeuw ABH2-567 of the Series 3000.

Companies may submit bids for both lots, but may only be awarded one: the awardee of Lot 1 cannot be the awardee of Lot 2, unless there is no valid bid from another company for the second lot. The lots will be awarded in that order, first Lot 1 and then Lot 2. The place of execution is the facilities of Metro de Madrid, S. A., with NUTS code ES30.

Budget and contract duration

The estimated value of the contract amounts to 1,619,687.50 euros, excluding VAT. The base tender budget is distributed as follows:

• Lot 1: taxable base of 836,250.00 euros, VAT of 175,612.50 euros, and total including VAT of 1,011,862.50 euros.
• Lot 2: taxable base of 459,500.00 euros, VAT of 96,495.00 euros, and total including VAT of 555,995.00 euros.

The execution period is four years from the day following the signing of the commencement act of the works, or from the date indicated in said act. The contract allows for extensions, up to a maximum of two times and for periods of up to six months each.

Open procedure and electronic submission

The processing is ordinary and the procedure is open, without a framework agreement or a dynamic purchasing system. The award will be decided by the offer with the best quality-price ratio: 70 points for economic criteria and 30 for qualitative criteria, all of which are evaluable through formulas and none through value judgment. Subcontracting is permitted, except for critical tasks excluded by the specifications.

The requirements are as follows:

• Provisional guarantee: not required.
• Definitive guarantee: 5 per 100 of the base tender budget, VAT excluded.
• Complementary guarantee: 5 per 100, where applicable.
• Offer maintenance period: six months.
• Advertising costs: maximum amount of 9,000 euros.
• Submission: electronic, through the SRM (Supplier Relationship Management) application of Metro de Madrid, S. A., in Spanish.

The announcement was sent to the Official Journal of the European Union on September 21, 2026. A procurement claim or a question of nullity may be filed against the tender before the Administrative Tribunal for Public Procurement of the Community of Madrid, in accordance with articles 119 and following of RDL 3/2020, of February 4. The call opens a one-month window for the railway industrial sector and directly affects the reliability of the Series 3000 fleet, one of the longest-running materials in circulation on the network. The repair of gearboxes impacts service maintenance and train availability; therefore, the result of the award will determine the intervention timelines for the fleet over the next four years.
