Por FactBox Admin

The City Council of Merindad de Río Ubierna now has a collective agreement for its contractual staff, effective until December 31, 2029. The Territorial Labor Office of Burgos ordered its registration in the registry of collective agreements and accords and its publication in the Official Gazette of the Province of Burgos on Friday, October 2, 2026, number 188, with the official reference BoPBUr-2026-04090.
The resolution that processes the text is dated September 18, 2026, and was signed in Burgos on September 21 by the head of the Territorial Labor Office of Burgos, Juan Martín Antón Crespo. The agreement was signed on September 11, 2026, by the negotiating commission, composed of the mayor-president representing the city council and the contractual staff delegate from the CSIF union, and was registered under the code C.C. 09100562012026.
The agreement is processed under Article 90 of the revised text of the Workers’ Statute Law and Royal Legislative Decree 713/2010, regarding the registration and deposit of agreements. The text is structured into 13 chapters and 49 articles, ranging from general conditions to the disciplinary regime, and includes additional and final clauses.
35-hour workday and scheduling flexibility
The general and ordinary workday for municipal contractual staff shall be 35 hours per week of effective work on an annual average basis, calculated at an average of seven hours per day. The ordinary schedule is set between 8:00 and 15:00 hours, Monday to Friday, except for special schedules negotiated with union representation.
In departments without direct public attention, flexibility will be applied to the morning shift:
- Start of the workday between 7:30 and 9:00 hours.
- End of the workday between 14:00 and 15:00 hours.
- Recovery of the flexible portion from Monday to Friday, uninterruptedly, until 17:00 hours.
The agreement also provides for a daily break of thirty minutes countable as effective work, a weekly rest of two uninterrupted days, and a workday registration system for all staff. The city council commits to negotiating a regulatory document for teleworking within the General Negotiation Table.
Remuneration, triennials, and overtime
The salary structure consists of a base salary, paid in twelve monthly installments, and supplements: seniority, position, professional career, periodic maturity exceeding one month, and extraordinary services. All workers will receive two extraordinary bonuses annually, and seniority will accrue for every three years of completed service, with recognition of previous services rendered in any public administration.
Compensation for overtime will preferably be carried out through time off, with the following equivalencies:
- Working day overtime hour: two hours of rest.
- Holiday or night overtime hour: two and a half hours.
- Holiday and night overtime hour: three and a half hours.
If the compensation is financial, it will be paid at 125 percent of the value of the ordinary hour in the case of a working day, at 150 percent if it is a holiday or night hour, and at 200 percent if it is a holiday night hour.
Vacations, leaves, and social action
Paid vacations shall be 22 working days per year, extendable to 23, 24, 25, and 26 days upon completing fifteen, twenty, twenty-five, and thirty years of service, respectively. The request must be submitted two months in advance and will be considered approved if there is no response within one month.
Regarding leaves, the agreement recognizes, among others:
- Six working days for personal matters, plus one for Santa Rita, patron saint of Local Administration.
- Fifteen days for marriage or the establishment of a domestic partnership.
- Five days for serious accident or illness, hospitalization, or surgical intervention of relatives up to the second degree.
- Unpaid leave of between five working days and three months every two years.
In terms of social action, the city council will arrange an accident policy with indemnities of 40,000 euros for death and 80,000 euros for absolute or permanent disability, in addition to a reimbursement medical insurance with a co-payment modality for workers with more than one year of seniority. Personnel with twenty-five years of continuous service will receive one month of vacation or one full monthly salary, at their choice, and early retirement will be incentivized with three monthly salaries if it occurs two years before the legal age and two monthly salaries if it is one year before.
Joint commission, equality, and professional career
The agreement creates a joint interpretation and surveillance commission, composed of the representation of the labor personnel, another public employee chosen by them, and two representatives of the corporation, with weighted voting between both blocks. Discrepancies will be submitted to the autonomous conflict resolution procedures provided for in the ASACL.
The parties commit to negotiating within six months an Equality Plan between women and men, including a remuneration audit, and a Horizontal Career Plan based on grade progression without a change in job position. The recognition of the professional career will have retroactive effect to the date of approval of the agreement for access to grade 1.
The entry into force of the agreement replaces the labor conditions in effect to date and will occur on the day following its approval by the Plenary of the city council and its publication in the provincial bulletin. Upon expiration of its term, it shall be automatically extended until a new one is approved, except for salary increases, which will depend on the provisions of the State general budget laws.
