Melilla announces four Fire Captain positions via internal promotion
Por FactBox Admin

The Autonomous City of Melilla has called for the permanent appointment of four Firefighting Corporal positions through a competitive examination system (concurso-oposición) and via the internal promotion track. The decision is formalized in Order No. 4897, of October 26, 2026, from the Ministry of Presidency, Public Administration and Equality, published in the Official Gazette of the Autonomous City of Melilla (BOME) number 6427, of October 30, 2026, with the official reference BOME-A-2026-1210 and internal resolution registry 2026004897.
The specific rules were approved by the Government Council in the session of October 23, 2026, under file 36451/2026. The positions belong to the Special Administration Scale, Special Services Subscale, are classified under Subgroup C1 of Article 76 of the Recast Text of the Law of the Basic Statute of Public Employees, and are distributed between two previously published public employment offers: one position comes from the 2023 Public Employment Offer (BOME No. 6134, of December 29, 2023) and the other three from the 2026 Public Employment Offer (BOME No. 6360, of March 10, 2026).
Requirements and application deadline
The call is closed to the personnel of the City’s Fire Prevention, Extinction and Rescue Service (SPEIS). Those who meet the following conditions may apply:
- Be a career civil servant of the Autonomous City of Melilla in the category of Firefighter or Firefighter-Driver, in active service and holding a permanent position.
- Prove a minimum seniority of two years as a career civil servant in either of those two categories.
- Have no uncancelled unfavorable mark in the personal file due to disciplinary sanction.
- Not suffer from any illness or physical defect that prevents the performance of the duties.
- Hold a Bachiller degree (high school diploma) or equivalent.
The application period is twenty calendar days starting from the day following the publication of the call announcement in the Official State Gazette. The examination fee is 10 euros and is paid at the Citizen Information and Attention Offices or by deposit into account ES41-0049-2506-1913-1053-4790, indicating in the concept «CABO, name, surnames and DNI number».
Competition, examination and selective course
The process is structured in three phases. The first is the merit competition, which takes place before the examination and is not eliminatory, with a maximum of 4 points:
- Seniority: 0.0083 points for each month as a career civil servant in the category of Firefighter or Firefighter-Driver, up to 1.5 points.
- Education level: up to 1.5 points, with scales ranging from 0.20 points for a 60-credit master’s degree to 1 point for a bachelor’s degree or a degree of at least 300 credits.
- Courses: 0.001 points per hour in training activities of at least 15 hours related to the positions, up to 1 point.
The competitive examination phase consists of three eliminatory exercises. The first consists of the physical tests in Annex I (pull-ups, smooth rope climb, 100-meter sprint, and 1,000-meter endurance run), graded as pass or fail. The second is a questionnaire of 80 multiple-choice questions with five reserve questions, which must be completed in 90 minutes, with a minimum of 5 points. The third is a practical case study of 120 minutes on planning, distribution of personnel and material resources, and citizen and road safety, valued from 0 to 10 points. The process is completed by a selective course.
Syllabus and Legal Effects
The syllabus in Annex II covers twenty topics, including the City’s Territorial Civil Protection Plan, the SPEIS Regulations (Extraordinary BOME No. 1, of February 25, 2020), fire behavior and BLEVE, flashover, and backdraft phenomena, extinguishing agents, hydraulics, intervention in high-rise buildings and incidents involving dangerous goods, and the equipment of the Melilla fire station.
Order No. 4897 does not exhaust the administrative route, therefore an administrative appeal (recurso de alzada) may be filed within one month before the Department itself or before the President of the Autonomous City. Against the Agreement of the Governing Council of October 23, 2026, an optional appeal for reversal (recurso potestativo de reposición) may be filed within one month or a contentious-administrative appeal within two months. The announcement is signed by the Technical Secretary of Public Administration, Francisco José Rubio Soler, in Melilla on October 27, 2026.
Impact
The process arrives with the calendar in hand: a margin of twenty calendar days from publication in the BOE and a fee of 10 euros mark the first filter for SPEIS personnel aspiring to the rank of corporal. Furthermore, the call covers an internal promotion mandate spanning three fiscal years, as it carries over one position from the 2023 offer along with the three approved for 2026, and leaves open the possibility of adding new vacancies before the first exercise.
