Por FactBox Admin

The Ministry of Economy, Trade, Technological Innovation, Tourism and Development of the Autonomous City of Melilla has announced grants totaling 396,000 euros to finance six training itineraries for cooking and restaurant management at the Hospitality School during the 2026-27 academic year. The call is published in the Official Gazette of the Autonomous City of Melilla (BOME) number 6428, dated November 3, 2026: the summary appears in document BOME-A-2026-1219 (pages 5378-5379) and the full text in Order No. 2607, of October 29, 2026 (BOME-A-2026-1220, pages 5380-5389). The deadline for submitting applications is 30 business days starting from the day following the publication in the BOME, until 23:59 hours on the final day.
The regulatory framework consists of the guidelines for carrying out training actions at the Hospitality School for the 2021-2029 period, approved by Decree No. 1081 of the President of the City (registry 2023001081, Extraordinary BOME No. 91, of December 1, 2023). The processing corresponds to file 30153/2026 and falls under the call published in the National Grants Database with identification BDNS 939195. The grants are framed within the European Social Fund Plus (ESF+) and the Melilla Regional ESF+ Program 2021-2027 (CCI2021ES05SFPR020), with a financing rate of 85% and charged to budget application 08/24103/44900 RC No. 12026000029927, within specific objective 4.1 and measure 1.A.03 Trade Schools.
Six itineraries with maximum amounts
The eligible training project must include at least the following six operations, each with its own maximum amount and a minimum of 15 unemployed students:
- EH26001 Basic cooking operations (350 hours): 70,000 euros.
- EH26002 Cooking (810 hours): 125,000 euros.
- EH26003 Advanced culinary preparation (240 hours): 40,000 euros.
- EH26004 Basic restaurant and bar operations (290 hours): 55,000 euros.
- EH26005 Restaurant services (580 hours): 85,000 euros.
- EH26006 Advanced restaurant and bar services (380 hours): 55,000 euros.
The global amount of the six grants shall not exceed 396,000 euros, and each itinerary will be justified and settled independently. This is a single call because the award involves the temporary transfer of public assets—the school itself, its furniture, and equipment—to a single beneficiary entity, meaning two entities could not coexist in the same space and period. The actions will be in-person and may be supplemented with additional non-mandatory courses or seminars, subject to prior authorization from Proyecto Melilla, S.A.U.
Requirements for entities and students
Beneficiaries may be entities with their own legal personality, specialized in hospitality and tourism training, and with the capacity to operate within the municipality of Melilla. They must certify training actions for a cumulative amount of 594,000 euros in the three previous fiscal years, be up to date with their tax obligations and with Social Security, and present a bank report with an average balance equal to or greater than 5% of the sum of the requested grants. Furthermore, they are required to apply for the entirety of the projects.
Students must be unemployed, registered as residents in Melilla, and have primary education or equivalent; minors must certify their status as beneficiaries of the National Youth Guarantee System. Selection is the responsibility of the beneficiary entity, under the supervision of Proyecto Melilla, S.A.U., which will verify the registration in the SEPE of the 15 selected candidates and the substitutes.
Competitive bidding and evaluation
The procedure is processed under a competitive bidding regime and requires a minimum score of 7 points. The criteria are the economic valuation of the offer (up to 4 points), material and technical means (up to 3), certified similar works in the last five years (up to 2), and internships in companies and insertion commitments (up to 1). The Evaluation Commission is chaired by the Director General of Tourism and Economic Activation, with the technical secretary of Economy —with voice but no vote—, a technical official from the department, and the Manager of Proyecto Melilla, S.A.U., all with voice and vote except for the secretary. Applications are submitted exclusively electronically.
Counselor Miguel Marín Cobos signed the call on October 29, and Technical Secretary Gema Viñas del Castillo certified its notification. The call enters into force the day following the publication of the summary; the granting resolution exhausts the administrative route and may be appealed for reconsideration within one month or before the contentious-administrative jurisdiction within two months.
The school restaurant, open to the public
The beneficiary commits to opening the Hospitality School restaurant to the general public for a minimum of 20 days, with the period, schedule, and rates set by the Board of Directors of Proyecto Melilla, S.A.U. and via online reservations. Income shall have independent accounting and will be deducted from the settlement of the grants. The restaurant will also function as a dining hall for students, with at least 40 lunches per student, valued at 5 euros each. Expenses for faculty per diems, travel, and accommodation, as well as rental or operating leasing costs, are excluded.
The call opens a European funding channel for training entities in the sector and, above all, a qualification opportunity for unemployed residents of Melilla in an activity with high demand for personnel, featuring six independent diplomas and internships in hospitality companies as a direct route to the labor market.
