Melilla approves an extraordinary job offer for 47 positions

Melilla aprueba una oferta de empleo extraordinaria de 47 plazas

The Governing Council of the Autonomous City of Melilla approved on September 7, 2026, the 2026 Extraordinary Public Employment Offer, consisting of 47 positions for civil service and contractual staff. The agreement, adopted upon the proposal of the Ministry of Presidency, Public Administration and Equality, is published in the Official Gazette of the Autonomous City of Melilla number 6416, dated September 22, 2026, with the official reference BOME-A-2026-1051 (pages 4784 to 4787).

The offer responds to file 9036/2026, initiated ex officio by the Public Service, and was registered under number 2026000772. The competence to approve the EPO corresponds to the Governing Council pursuant to article 16.1.28 of the Regulations of the Government and Administration of the Autonomous City of Melilla, while the processing of the preliminary draft falls to the Ministry of Presidency.

An exceptional measure against structural temporality

The file justifies the call based on the “exceptional situation” of positions occupied by interim civil servants performing structural functions and which do not correspond to the retirements occurred in 2024 and 2025, already offered in the ordinary EPO of 2026. The City admits a “high level of temporality” derived from insufficient human resources planning and the limitations of the replacement rate.

The invoked regulation is article 70 of the Recast Text of the Basic Statute of Public Employees, which mandates the approval of employment offers with budgetary allocation, and Law 20/2021, of December 28, on urgent measures for the reduction of temporality in public employment, which sets the objective of placing the temporality rate below 8%. The offer is defined as “additional to the ordinary” and of an exceptional nature, aimed at “correcting an inherited situation.”

The 47 offered positions

  • Technicians: Veterinarian (1), Economist Technician (4), General Administration Technician (3), Occupational Health Technician (1), Electro-Communications Technician (1), Accounting Technician (1), Social Graduate (1), Social Educator (1) and Draftsman (2).
  • Administration: Administrative Assistant (6) and Administrative Auxiliary (11).
  • Local Police: 5 positions.
  • Subalterns: 5 positions.
  • Other positions: Import Surveillance and Control Agent (1), Market/Slaughterhouse Official (1) and Sports Facilities Services Official (1).
  • Contractual staff: 1st Class Administrative Official (1) and Waiter/Cleaner (1).

In total, 45 civil service positions and 2 contractual staff positions, each identified with its position code in the agreement.

Union negotiation and budgetary coverage

The Negotiation Table addressed the offer on April 27, 2026, with the agreement of the social representation. A second call, on June 2, 2026, incorporated positions for General Administration Technician and Economist Technician that had been judicially suspended and whose procedures were declared expired, in addition to one Social Educator position that had remained vacant and had not been counted.

The report on the positions occupied by interim staff was prepared by the Staff, RPT, and Pension Plans Office. The agreement certifies that there is budgetary coverage for all included positions.

Deadlines and appeal process

This act concludes the administrative route, therefore it may be optionally appealed for reversal before the Governing Council within one month or challenged directly before the contentious-administrative jurisdiction, in accordance with articles 123 and 124 of Law 39/2015. The document was signed in Melilla on September 18, 2026, by Arturo Jiménez Cano, Technical Secretary of the Melilla Monumental Foundation, by Decree No. 370 of 09/14/2026.

The same bulletin publishes orders 4248, 4249, and 4250, dated September 14, 2026, which declare the urgent processing of the selection processes for Collection Attendant, Electromechanical Official, and Mechanical Driver Official, to avoid the expiration of calls derived from previous offers given the non-extendable three-year period set by the Supreme Court in its ruling No. 930/2025.

The approval of this extraordinary offer directly affects the interim staff occupying those positions and the candidates of the City, and opens a new calendar of selection processes that must be executed within the legal period of three years. With this, the local Administration intends to regularize its staff, reduce the risk of judicial claims for abuse of temporality, and guarantee the continuity of public services.
