Por FactBox Admin

Marina prorroga 50 años la concesión del Puerto de Manzanillo

The Secretariat of the Navy extended for 50 years the comprehensive concession of the Port of Manzanillo, the country’s largest container terminal, in favor of the Administración del Sistema Portuario Nacional Manzanillo, S.A. de C.V. The instrument was signed on September 14, 2026, and published in the Official Gazette of the Federation on October 1, 2026 (Publication No. 267/2026, pages 12 to 16), whereby the concession will remain in effect until February 1, 2094.

The original title was granted on February 1, 1994, by the Federal Executive, through the then Secretariat of Communications and Transportation, in favor of the then Administración Portuaria Integral de Manzanillo, S.A. de C.V., and was published in the Official Gazette of the Federation on February 2, 1994. Port powers were transferred to the Secretariat of the Navy via the decree published on December 7, 2020, and the company adopted its current name in accordance with Secretarial Agreement 380/2021, published on November 16, 2021.

Validity until 2094

The First Condition of the extension modifies the Thirty-Fourth Condition of the title: the Secretariat grants an additional 50 years starting on February 2, 2044, such that the comprehensive concession will be in effect until February 1, 2094.

The instrument was signed in Mexico City by the Secretary of the Navy, Admiral Raymundo Pedro Morales Ángeles, and by the General Director of the concessionaire, Retired Vice Admiral José Ignacio Moreno Díaz, who proved his authority with public deed number 40,506 dated November 6, 2025.

Request and reports

The concessionaire requested the extension through official letter ASIPONAMAN-OF-DG/2.S.1/1/2026 dated June 19, 2026, to maintain the concession for up to 50 additional years. The Secretariat gathered five technical and financial opinions, all favorable to continuing the process:

  • Directorate of Compliance and Litigation Affairs, official letter DGP/DCAC/0262/2026 dated July 24, 2026.
  • Directorate of Port Development, official letter DGP/DEDOP/DDP/498/2026 dated July 27, 2026.
  • Directorate of Financial Analysis, Tariffs and Statistics, official letter DGP.DEDOP.DAFTE.-303/2026 dated September 4, 2026, which performed the Economic Profitability Evaluation of the Project for 50 years pursuant to Article 23 Bis of the Ports Law and submitted it to the Investment Unit of the Secretariat of Finance and Public Credit.
  • Directorate of Administration and Priority Projects, official letter DIMP.318/2026 dated July 16, 2026.
  • Directorate of Operation and Technical Feasibility, official letter DGP.DEDOP.DOFT.145/2026 dated August 28, 2026.

The Secretariat based the decision on Article 23 of the Ports Law and Article 18 of its Regulations, considering that the concessionaire is up to date with its obligations.

Conditions and deadlines

  • Publication of the instrument in the Official Gazette of the Federation within 90 calendar days, at the concessionaire’s expense.
  • Registration in the Federal Public Registry of Property and procedures before the local registry within a period of 90 calendar days.
  • Submission of any required modifications to the competent authority within a period of 180 calendar days.
  • Compliance with the SOLAS Convention, the MARPOL Convention, and the ISPS Code regarding maritime and port security and protection.
  • Continued validity, in all its terms, of the concession title and previous addenda.

Logistic impact

The document justifies the extension due to the commercial growth of the port and its link to the industrial development of the Valley of Mexico and the Bajío, as well as the saturation of current infrastructure and the need for orderly port growth. The measure is declared aligned with objectives 3 and 4 of the Sectoral Navy Program 2025-2030.

The extension ensures that the main foreign trade node of the Mexican Pacific has an operational horizon of nearly seven decades, providing long-term certainty to logistics operators, importers, and exporters of the corridor connecting the Asian market with the center and west of the country, and clearing the schedule for port infrastructure investments.
