MaPrimeRénov' excludes fossil fuel heating and revises ceilings

The Ministry of the City and Housing is tightening the rules for the energy transition grant MaPrimeRénov’. Decree No. 2026-822 of August 25, 2026 (NOR VLOL2621819D) and two orders of the same date (NOR VLOL2620603A and VLOL2620605A) were published in the JORF No. 0199 of August 27, 2026, and come into force on September 1, 2026, for grant applications submitted as of that date.

These texts amend Decree No. 2020-26 of January 14, 2020, relating to the energy transition grant, as well as the orders of January 14, 2020, and November 17, 2020, which establish the technical characteristics and eligible expenditure ceilings. They are part of the trajectory for the gradual phase-out of fossil fuels from the residential housing stock.

Exclusion of fossil fuel equipment

The most structural measure concerns single-family homes. For applications submitted as of September 1, 2026, works must no longer lead to the installation or retention of a heating or domestic hot water production system incorporating at least one piece of equipment capable of using fossil fuels.

• The exclusion applies to the supported pathway of MaPrimeRénov’, as reminded in the new work certifications (quotes and invoices).
• It does not apply to equipment for connection to a heating or cooling network.
• Installed heat pumps must not include a back-up device capable of using fossil fuels.

New ceilings for heat pumps

Order NOR VLOL2620603A sets new eligible expenditure ceilings (in euros including tax) applicable to applications submitted as of September 1, 2026:

• Geothermal or solar-thermal heat pumps: €11,000 (very modest), €9,000 (modest), €6,000 (intermediate), ceiling of €18,000.
• Air-to-water heat pumps: €5,000 (very modest), €4,000 (modest), €3,000 (intermediate), ceiling of €12,000.
• Solar thermal domestic hot water (overseas): €1,600 to €1,000, ceiling of €2,600.
• Connection to a heating or cooling network: €1,200 to €400, ceiling of €1,800.
• Removal of an oil tank: €1,200 to €400, ceiling of €4,000.

Calendar and administrative scope

Decree 2026-822 pushes back to January 1, 2028, certain deadlines originally set for January 1, 2027, and tightens the conditions for the simultaneity of eligible expenditures. Furthermore, it repeals several articles of the order of November 17, 2020 (Articles 2, 7, 9, 11, and 12). ANAH retains exclusivity over the valuation of energy savings certificates (CEE) generated by the funded projects, as the grant already incorporates this aid.

For households and building contractors, these texts require verifying, from the project design stage, the absence of any fossil fuel equipment in heating and domestic hot water systems in single-family homes, otherwise the grant will be ineligible. The new ceilings, which are tighter for heat pumps, call for particular attention to the sizing of quotes before submitting applications starting September 1, 2026.
