Mansilla sets a 35-hour workday for its staff starting in 2027
Por FactBox Admin

The City Council of Mansilla de las Mulas has set the working day for all its civil service and contractual staff at an average of 35 hours of effective work per week on an annual basis. The Plenary of the Corporation expressly and formally approved the agreement on September 11, 2026, thereby ratifying the text that the General Negotiating Table had finalized in its session on September 7. The full agreement is published in the Official Gazette of the Province of León number 202, dated October 23, 2026, under the official reference BOP-LE-2026-202004.
Plenary ratification and legal coverage
The process begins with file 325/2026, initiated at the request of the Mayor’s Office, and includes favorable reports from the municipal Secretary-Intervention and the Mayor’s proposal, both dated September 8, 2026. The plenary approval is adopted for the purposes of Article 38.3 of the consolidated text of the Law of the Basic Statute of the Public Employee, approved by Royal Legislative Decree 5/2015, of October 30, and its full publication responds to Article 38.5 of the same regulation.
The file is based on Section Two of the one hundred and forty-fourth additional provision of Law 6/2018, of July 3, as amended by the twenty-eighth final provision of Law 31/2022, of December 23, which enables each administration to set working days different from the general one following collective bargaining. The agreement also invokes the Resolution of April 14, 2026, of the Secretary of State for Civil Service, which confirms the supplementary nature of state regulation, and recalls that the general working day of the General State Administration has been 35 hours since April 16, 2026, and that the Regional Government of Castilla y León applies an identical working day by Decree-law 1/2023, of March 30.
Without salary reduction and with expenditure guarantees
The approved text establishes three explicit guarantees:
- The reduction of the working day does not entail any reduction in the remuneration of the affected personnel.
- It does not generate a right to economic compensation of any kind.
- It does not imply an increase in public expenditure regarding personnel nor a detriment to the provision of municipal services.
The agreement also incorporates the commitment that the measure will not affect the objective that temporary employment in the public sector does not exceed eight percent of the structural positions, in accordance with the Intervention report contained in the file. The specification of the annual hour count will be determined in the labor calendar approved each year, following negotiation in the General Negotiating Table.
Labor agreement and services with adapted working days
For labor staff, the agreement declares the restoration of the effectiveness of Article 9 and Annexes II and III of the Collective Agreement for Labor Staff of the City Council (code 240316-2), published in the Official Gazette of the Province of León number 129, dated July 7, 2006. This scope is limited exclusively to the duration of the working day and does not reactivate the remaining clauses of the agreement, particularly Articles 12, 13, 14, and 15.
Services with adapted schedules maintain their specific regime and will adjust their annual hour count to the new ordinary working day, without alteration to the linked supplements. These are as follows:
- House of Culture, CICA, Tourism Office, Camping, Swimming Pools, and Library.
- Cleaning of schools, municipal premises, and squares.
- Water Service and the special working days of Annex III.
Contracts formalized under employment plans, programs, or workshops whose regulatory bases provide for a different duration are excluded from the general working day. Services under shift regimes, with special schedules or special dedication, will retain their regime, which will be adapted through specific negotiation.
Validity, termination, and appeals
The agreement has indefinite validity from January 1, 2027, and may be terminated by either party with a minimum notice of three months. The Plenary authorized the Mayor’s Office to adopt the necessary organizational measures, schedule adaptations, and time control, and ordered a copy to be sent to the General State Administration, through the Government Sub-delegation in León, and to the Regional Government of Castilla y León, in compliance with Article 56.1 of Law 7/1985, of April 2. The registration and deposit of the agreement before the labor authority of Castilla y León is intended to be voluntary. The announcement is signed in Mansilla de las Mulas, on October 21, 2026, by the mayor Vicenta García García, and an appeal for reversal may be filed against the act within one month or, directly, a contentious-administrative appeal within two months before the Contentious-Administrative Court, in accordance with Law 39/2015 and Law 29/1998.
The decision aligns the Leonese municipality with the working day already in effect in the General State Administration and in the autonomous community, and arrives without remunerative cost to the municipal coffers. For the municipal staff, it implies an effective reduction in working time starting from the next fiscal year, while the City Council must reorganize schedules and services to maintain the same level of provision with fewer weekly hours.
