Manfredonia, il MASE autorizza un impianto di accumulo da 198 megawatt

The Ministry of Environment and Energy Security has authorized the construction of a 198 MW electrochemical electrical energy storage plant in the territory of the Municipality of Manfredonia, in the province of Foggia, together with the relative connection works to the national electricity grid. The measure is Directorial Decree no. 0000293 of 10/16/2026, an extract of which was ordered to be published in the Official Gazette of the Italian Republic, Part II – Insertions Sheet no. 122 of October 22, 2026, on page 35, with the reference TX26ADA9749.

The authorized entity and the project

The authorization is issued to the company Energy Total Capital Bess Manfredonia S.r.l., with headquarters in Naples, via Benedetto De Falco 16, ZIP 80136, tax code and VAT number 10404511213. The extract bears the signature of the legal representative Taccogna Ernesto.

The essential technical data contained in the insertion:

  • Plant name: “MANFREDONIA-BESS-2024-06-0000027-ENERGY TOTAL CAPITAL BESS MANFREDONIA SRL”.
  • Nominal power: 198 MW.
  • Typology: electrochemical electrical energy storage plant (BESS).
  • Location: Municipality of Manfredonia (FG).
  • Included works: connections to the National Transmission Grid.

What the measure entails

The decree is adopted pursuant to and for the purposes of Decree-Law February 7, 2002, n. 7, converted with amendments by Law April 9, 2002, n. 55, and subsequent amendments and integrations. The authorization constitutes the title to construct and operate the works in accordance with the approved project and has the effect of an urban planning variation.

The measure also has the effect of a declaration of public utility, urgency, and non-deferrability of the works pursuant to D.P.R. June 8, 2001, n. 327. The imposition of a constraint preordained for expropriation or easement on the parcels indicated in the parcel plan in the procedure’s records is foreseen, and the company is authorized to request measures for urgent occupation and temporary occupation of the necessary areas.

The act originates from the General Directorate for Energy Sources and Enabling Titles of the Energy Department of MASE; the full text of the decree can be consulted on the Ministry’s institutional website, www.mase.gov.it.

A sheet with multiple authorizations for storage

The same page of the Insertions Sheet contains other authorizations from the same ministry, a sign of an intense season for storage plants:

  • Directorial Decree no. 0000299 of 10/19/2026: “ETC Bess Santa Maria C.V” plant of 51 MW, owned by Energy Total Capital BESS Santa Maria C.V. S.r.l., in the Municipality of Santa Maria Capua Vetere (CE), reference TX26ADA9751.
  • Directorial Decree no. 294 of October 16, 2026: stand-alone BESS plant of approximately 122.4 MW owned by ENGIE Puglianello S.r.l. in the Municipalities of Puglianello (BN) and Amorosi (BN), reference TX26ADA9788.

Publication and terms for appeal

The extract is published “for a fee” in the Notices Sheet, as provided for this type of announcement. A judicial appeal against the measure is permitted to the TAR Lazio (Regional Administrative Court of Lazio) within and no later than 60 days from the date of publication of the extract in the Official Gazette.

For the Apulian territory, this is a significant piece: 198 MW of storage power means modulation capacity and grid services in an area already characterized by a strong presence of production plants, with expected effects on land layout, expropriation procedures, and construction timelines. The publication in the Gazette now makes the measure fully accessible to citizens, local authorities, and operators interested in submitting observations or appeals.
