Manchuela announces a permanent position for Driver-Engineer and creates a job pool

The Mancomunidad Unión Manchuela has announced a selection process to fill, as permanent labor staff, one position for Driver-Operator through a competitive examination system (concurso-oposición) via open competition, and to establish an employment pool with the remaining applicants for future temporary hires. The call and its rules were approved by Presidency Resolution number 5/2026, dated October 7, 2026, and are published in full in the Official Gazette of the Province of Albacete number 124, corresponding to Friday, October 23, 2026. The deadline for submitting applications will be twenty business days starting from the day following the publication of the announcement summary in the Official State Gazette.

The position is vacant within the permanent labor staff of the Mancomunidad and is included in the 2025 Public Employment Offer, approved by Presidency Decree number 10/2025, dated May 30, 2025, and published in the Official Gazette of the Province of Albacete number 89, dated August 1, 2025, and in the Official Gazette of Castilla-La Mancha number 146, dated July 31, 2025. The position is budget-funded, and its gross remuneration will be those assigned to it.

The publicity of the process complies with basic regulations: the call and the rules are inserted in full in the provincial gazette, while a summary is disseminated in the Official Gazette of Castilla-La Mancha and in the Official State Gazette, in accordance with article 6.2 of Royal Decree 896/1991. The headquarters of the Mancomunidad is located in Fuentealbilla, whose City Council shares an electronic notice board with that of the entity.

Requirements and submission of applications

Applicants must meet the requirements on the closing date of the period and maintain them throughout the process. Requirements include:

• Spanish nationality or any of the cases set out in article 57 of the Basic Statute of the Public Employee.
• Functional capacity for the performance of the position and an age between 16 years and compulsory retirement.
• Schooling Certificate or equivalent.
• Class C driving license.
• Updated Certificate of Professional Competence (CAP) in accordance with Royal Decree-Law 284/2021.

The application shall be formalized using the general application form in Annex I, addressed to the president of the Mancomunidad, and must be accompanied by a copy of the ID (DNI), the Class C license, the CAP, the required qualification, and the supporting documentation for the merits claimed in the competition phase. Only merits documented alongside the application will be valued.

Three practical exercises and a merit competition

The examination phase, which is prior and eliminatory, will contribute up to 60% of the total score and will consist of three mandatory exercises:

• Multiple-choice questionnaire of 20 questions on the syllabus, with a maximum of 10 points and 5 required to pass.
• Practical test on dump truck operation, with a maximum of 20 points and 10 required.
• Practical test on mixed backhoe loader and motor grader, with a maximum of 30 points, 15 to pass, and a maximum time of two hours.

Only those who obtain at least 30 points in the competitive examination phase will proceed to the merit phase, which is worth up to 40 points: a maximum of 30 for professional experience (0.50 points per full month in Public Administration and 0.20 in the private sector) and up to 10 for training and official qualifications.

The selection board will be appointed by the president upon approval of the final list of admitted candidates and will consist of a presidency, a secretariat, and three members, based on criteria of impartiality, professionalism, and gender parity between women and men.

Job bank and process calendar

The duties of the holder correspond to those of a rural road machinery operator: operation and maintenance of the machinery in the Mancomunidad’s fleet—motor grader, backhoe loader, roller, and trucks—to work on roads, ditches, and public domain areas of the member town councils, according to the annual service calendar.

The job bank will be formed by those who pass the competitive examination phase, ordered from highest to lowest score, and will be governed by Article 48 of Law 4/2011 on Public Employment of Castilla-La Mancha. Those who have passed at least one test or have reached the arithmetic mean of the scores will also be included.

The calendar provides that the provisional list of admitted and excluded candidates will be issued within a maximum period of one month, with ten business days to rectify errors, and that the proposed person shall present the documentation within ten calendar days and join the position in the month following the notification. The hiring resolution will be published in the provincial bulletin.

The call for applications affects a unique and highly specialized position, that of rural road machinery operator, the filling of which determines the maintenance of the municipal road network in the municipalities that make up the Mancomunidad Unión Manchuela. Furthermore, the process generates a job bank that will allow for the coverage of substitutions and temporary needs of the machinery fleet without resorting to new selection procedures.
