Madrid licita cinco parcelas dotacionales para residencias de mayores dependientes

The Community of Madrid has opened the bidding process to grant the public domain concession for five endowment plots located in the municipality of Madrid, for the purpose of constructing and operating a Care Center for Dependent Elderly People. The call is signed by the General Directorate for Care for the Elderly and Dependency, under the Ministry of Family, Youth, and Social Affairs, via a resolution dated September 22, 2026, published in the Official Gazette of the Community of Madrid (B.O.C.M.) number 237, of October 5, 2026, with official reference BOCM-20261005-41. The deadline for submitting bids ends on November 10, 2026.

Five plots, five lots, and 200 places per site

The file, identified as PV-003/2026, is processed as a patrimonial contract and is divided into five lots, one for each plot:

  • Lot 1: calle Maquinilla, number 28, Madrid.
  • Lot 2: avenida Euro, number 37, Madrid.
  • Lot 3: calle Aguarón, number 23, Madrid.
  • Lot 4: calle Bahía de Cádiz, number 25, Madrid.
  • Lot 5: calle Costa Brava, number 54, returning to calle Moralzarzal, Madrid.

Each concession must be destined for a center with a capacity of 150 residential places and 50 day-care center places, aimed at providing accommodation and specialized care for the dependent elderly population. The place of execution is the province of Madrid (code ES300) and the assigned CPV is 45000000-7, corresponding to construction works.

Seventy-year concession and million-euro guarantees

The term of the public domain concession is seventy years from the signing of the formalization document, with the possibility of an extension up to a maximum of 75 years. The procedure is open, following ordinary processing, and is resolved by a plurality of criteria according to clause 17 of the specifications:

  • Value judgments: up to 55 points.
  • Automatically evaluable criteria: up to 15 points.
  • Economic proposal: up to 30 points.

The base budget is set as the price per place/day for the places made available to the Community of Madrid:

  • Residential place: taxable base of 88.34 euros, 4% VAT of 3.53 euros, and a total amount of 91.87 euros.
  • Day-care center place with transport: taxable base of 47.98 euros, VAT of 1.92 euros, and a total amount of 49.90 euros.

The required guarantees are a provisional guarantee of 502,801.72 euros for each lot bid on, and a definitive guarantee that includes 1,676,005.72 euros per awarded lot for construction and equipment, 5 percent of the annual amount for the contracting of places (VAT excluded) for the provision of the service, and 4 percent of the price of the works and fixed installations executed as a reversion guarantee.

Concessionaire requirements and competition calendar

No prior business or professional qualification is required to participate, but economic, financial, and technical solvency shall be accredited according to clause 16 of the specifications. To begin operations, the successful bidder must hold the administrative authorization and the accreditation of the residence and the adult day care center in accordance with Law 12/2022, of December 21, on Social Services of the Community of Madrid, and Order 2680/2024, of November 7, which establishes the requirements and quality standards for social care centers and services of the Madrid Public Social Services System.

Bids are submitted electronically through the Licit@ system, on the Public Procurement Portal of the Community of Madrid, and are structured into four envelopes: administrative documentation, technical documentation, automatic criteria, and economic proposal. Bidders are obliged to maintain their offer for three months from the day following the opening of envelopes number 3 and number 4, which will be announced 48 hours in advance on the contractor’s profile. Additional information may be requested from the General Directorate for Elderly Care and Dependency, at calle Agustín de Foxá, number 31, sixth floor, 28036 Madrid. The announcement was sent to the Official Journal of the European Union on September 23, 2026, and advertising costs shall be borne by the successful bidders. The resolution bears the signature of the general director, Óscar Álvarez López.

The operation opens the possibility for socio-sanitary operators to develop up to five reference centers in the capital on public land with a very long-term concession, while families of dependent persons see a way to expand the offer of residential and day care places in Madrid.
