Madrid awards its International Medal to the presidents of Chile and Honduras
Por FactBox Admin

The president of the Community of Madrid, Isabel Díaz Ayuso, has awarded the International Medal of the Community of Madrid to the president of the Republic of Chile, José Antonio Kast Rist, and to the president of the Republic of Honduras, Nasry Juan Asfura Zablah. The award is formalized in two decrees signed in Madrid on October 30, 2026, and published in the Official Gazette of the Community of Madrid number 263, dated November 2, 2026, within section I.C, Other Provisions, of the Presidency of the Community. Both texts order the publication of the measure in the regional gazette and its submission to the Assembly of Madrid.
The regulatory framework invoked in both decrees is the same: articles 10 and 11 of Law 2/2024, of April 22, which regulates the Honorary Distinctions of the Community of Madrid. The preambles emphasize, in both cases, “the important historical, cultural, linguistic, and economic ties that unite us” with the countries of the awardees, and frame the distinction within the protocolary attention given to representatives of other countries visiting the region.
Two decrees with identical purpose and different recipients
- Decree 55/2026, of October 30, from the President of the Community of Madrid: awards the International Medal to His Excellency Mr. José Antonio Kast Rist, president of the Republic of Chile. Published on page 5 of B.O.C.M. number 263, dated November 2, 2026, with official reference BOCM-20261102-1 (03/17.723/26).
- Decree 56/2026, of October 30, from the President of the Community of Madrid: awards the International Medal to His Excellency Mr. Nasry Juan Asfura Zablah, president of the Republic of Honduras. Published on page 6 of the same issue of the gazette, with official reference BOCM-20261102-2 (03/17.725/26).
Each decree is structured into two operative sections: the first grants the medal to the corresponding leader and the second orders the publication of the text in the Official Gazette of the Community of Madrid and its submission to the Assembly of Madrid. Both bear the signature of the regional president, Isabel Díaz Ayuso, and the issuance date of October 30, 2026, in the capital.
A gesture of courtesy with the rank of official recognition
The decrees describe the nature of the distinction: the International Medal of the Community of Madrid is awarded “as a gesture of courtesy and as recognition and respect from the citizens of the Community of Madrid to the representatives of other countries and high dignitaries of international organizations and the European Union, on official visit to the Region for their institutional work.”
According to that definition, the scope of the medal is not limited to heads of State or Government, but also extends to the top officials of international organizations and the European Union who make an official visit to the region. In this case, the two recipients are presidents of Ibero-American republics, and the regional Executive expressly links the award to the historical, cultural, linguistic, and economic ties with Chile and Honduras.
Official publication and transfer to the regional Parliament
The two decrees appear headed by ordinals 1 and 2 of the summary of section I.C of the bulletin, dedicated to “Other Provisions” of the Presidency of the Community, and occupy pages 5 and 6 of the issue from Monday, November 2, 2026. The full text of both can be consulted in the official references BOCM-20261102-1 and BOCM-20261102-2.
Publication in the official bulletin is not a merely formal procedure: it is the requirement that the decrees themselves establish to give effectiveness and publicity to the award, along with the sending of the agreement to the Assembly of Madrid, in compliance with the parliamentary transparency mandate that accompanies the Community’s honorary distinctions.
The simultaneous granting of the two medals in the same issue of the bulletin outlines an institutional agenda with a marked external character: the Community of Madrid places two Ibero-American presidents at the center of its official protocol and reinforces, through a regulated legal instrument, the ties with Chile and Honduras. For readers, the agreement allows them to track precisely who receives the distinction, on what regulatory basis and on what date, and to know that the regional Executive has transferred the agreement to the regional Chamber.
