Madrid approves the plan to regenerate Tubos Borondo in Puente de Vallecas
Por FactBox Admin

The Governing Council of the Community of Madrid definitively approved on October 7, 2026, the Specific Modification of the General Urban Development Plan of Madrid, which creates the Specific Planning Area APE 13.11 “Tubos Borondo”, in the district of Puente de Vallecas. The agreement is published in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID (B.O.C.M.) no. 246, dated October 15, 2026, and orders the regeneration of approximately 137,074 m² of urban land occupied by the former industrial facilities of Tubos Borondo. The regulation enables a new mixed-use layout featuring housing, public spaces, and facilities.
The area is located in the Palomeras Sureste neighborhood, between Calle de la Arboleda, the Vicálvaro-Vallecas road, Avenida de la Albufera, and the Vallecas Polytechnic Campus. The main plot, at number 3 of the Vicálvaro-Vallecas road, corresponds to the former Tubos Borondo facilities, and the area also includes sections of the streets Arboleda, Bruno Abúndez, and G, the so-called Travesía G, and several cadastral plots in the surroundings of Bruno Abúndez, some of which are in a state of absolute non-compliance with planning regulations. Until now, these lands were included in the AUC.13.04 Distribution Area of the General Plan.
The process was carried out at the initiative of the Madrid City Council, whose Plenary initially approved the document on October 31, 2024, and provisionally on June 30, 2026. The operation is classified as a modification and not as a revision of the planning; therefore, according to articles 68 and 69 of Law 9/2001, of July 17, on the Land of the Community of Madrid, it does not require an Advance document.
A degraded industrial area being completely reorganized
The modification responds to the progressive abandonment of traditional extensive, cement, and metallurgical industry, which has left behind a deteriorated space where voids coexist with tertiary and industrial uses. The official diagnosis describes a weak and disjointed urban structure, with physical barriers, internal connection difficulties, and low permeability, while residential and tertiary uses have been established in nearby areas, generating a tertiary axis along Avenida de la Albufera.
The objective is to define an urban transformation action for regeneration and urban renewal through the delimitation of APE 13.11, with a mixed-use layout that seeks to:
- Improve the integration of the South Campus of the Universidad Politécnica de Madrid with the city.
- Strengthen connectivity with the Vallecas station and the historic center of Villa de Vallecas.
- Create new public spaces, green areas, and facilities.
- Resolve the urban planning situation of the land surrounding Bruno Abúndez Street.
- Encourage the incorporation of housing and an urban model oriented toward environmental sustainability and sustainable mobility.
Protected housing and planning documents
The proposal includes a reserve of publicly protected housing reaching 35.07% of the residential buildability, above the minimum of 20% required for urbanization reform or renovation actions.
The modification affects the following documentation of the 1997 General Urban Development Plan of Madrid:
- The file for APE 13.11 “Tubos Borondo” is incorporated, which delimits an area of unconsolidated urban land and establishes its structuring and detailed determinations.
- The corresponding sheets of the Development Plan O-084/5 and the Management Plan G-084/5 are modified.
- A specific folder is incorporated with the detailed planning determinations contained in the Detailed Planning Document (DOP).
Favorable reports and pending procedures
On March 19, 2026, the proposal received a favorable Strategic Environmental Report from the Directorate General for Energy Transition and Circular Economy. The Directorate General for Urbanism of the Ministry of Environment, Agriculture, and Interior issued a technical report on September 3, 2026, and a legal report on September 10, 2026, both favorable, and the Madrid Urbanism Commission reported favorably in its session on September 24, 2026, accepting the proposal formulated by that management center on September 16.
The agreement also includes these obligations:
- Deposit a copy of the file at the Urban Planning Information Unit of the Ministry of Environment, Agriculture, and Interior, at calle Alcalá, number 16, 5th floor, Madrid, where it may be consulted.
- Notify the agreement to the Ministry of Defense, in accordance with articles 27.9 and 30 of Royal Decree 369/2023, of May 16, regarding aeronautical easements.
- Notify the agreement to the Madrid City Council, which must publish the normative content of the plan according to article 70.2 of Law 7/1985, of April 2, and the information required by Law 21/2013, of December 9, on Environmental Assessment.
An administrative appeal may be filed against the agreement before the High Court of Justice of Madrid within two months from the day following its publication. The agreement is signed by the Minister of Environment, Agriculture and Interior, Carlos Novillo Piris, and by the President of the Community of Madrid, Isabel Díaz Ayuso.
The final approval unlocks one of the largest pockets of obsolete industrial land in southeast Madrid and directly affects residents and owners in Puente de Vallecas: it establishes the framework for new housing, much of it subsidized, and for the opening of open spaces and facilities in an environment that is currently fragmented, in addition to resolving the urban planning situation of the plots on Bruno Abúndez Street.
