Madrid expands the Window Renovation Plan to residential common areas
Por FactBox Admin

The Community of Madrid will also subsidize the renovation of windows and glazing in common areas of residential buildings, an action previously limited to the interior of dwellings. This expansion is detailed in Order 3607/2026, of September 23, from the Ministry of Environment, Agriculture, and Interior, published in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID (B.O.C.M.) No. 235, of October 2, 2026, with reference BOCM-20261002-30.
The order modifies the regulatory bases approved by Order 4494/2024, of December 4, which organize the grants managed by the Energy Foundation of the Community of Madrid for the development of the Window Renovation Plan. The text was signed on September 23, 2026, by Councilor Carlos Novillo Piris and is structured into a single article, an additional provision on the appeals process, and a final provision regarding its entry into force.
The subsidy line is provided for in the Strategic Subsidy Plan of the Ministry of Environment, Agriculture, and Interior for the 2024-2027 period, approved by Order 396/2024, of February 2 and modified by Order 3223/2026, of August 25. The Ministry justifies the change based on the experience accumulated in the management of the program and the need to expand its scope and facilitate access for potential beneficiaries.
Common areas and homeowners’ associations
Actions by homeowners’ associations shall be exclusively allocated to the financing of window and glazing renovation projects located in:
- Common areas and elements of the building: entrances, stairwells, distribution areas, hallways, utility rooms, or community premises.
- Dwellings or private elements under common ownership of the homeowners’ association, provided that such ownership is accredited and they are effectively intended for residential housing use.
Properties or common elements intended for tertiary, commercial, office, or service use are excluded. A building under a horizontal property regime shall be considered to have a primary residential housing use when at least 70 percent of its total above-ground built area is dedicated to housing.
Amounts and simplification of procedures
The grant amounts are set at:
- 120 euros per square meter of glass installed.
- 40 euros per motor for windows that incorporate a motorized head.
- An additional 60 euros per square meter in municipalities affected by natural disasters officially declared as civil protection emergency zones, provided that the call for applications includes this option.
The limit is 3,000 euros in aid per beneficiary and file, and the eligible cost comprises only the purchase of windows, technical documentation, and installation labor, excluding VAT. The order also allows the interested party to submit the application directly, in addition to the affiliated installation companies, although the execution of the works will remain reserved for the latter.
Technical requirements and entry into force
Suppliers must certify, through a responsible declaration and tests or technical documentation, characteristics such as:
- Thermal transmittance of the frame lower than 2.3 W/m²K and of the glazing equal to or lower than 1.3 W/m²K, with at least one low-emissivity glass.
- Air permeability Class 4 in new windows and patio doors.
- Shutter box with transmittance equal to or lower than 1.5 W/m²K and the incorporation of thermal insulation.
- Installation in accordance with the UNE 85219:2023 standard “Windows. On-site installation”.
The minimum accumulated surface of replaced glass shall be 2 m² and the installed windows must be new, certified by invoice. The order enters into force the day following its publication, October 3, 2026, and a contentious-administrative appeal may be filed against it before the High Court of Justice of Madrid within two months.
With this modification, homeowners’ associations in the region will be able to finance energy improvements in entrances, stairs, and other common areas, so that the impact of the program is no longer limited to the interior of the homes. The revision of the amounts also incorporates reinforcement for municipalities hit by catastrophes, referring to the fires recorded in July 2026 in the Sierra Oeste.
