Por FactBox Admin

Lucena modifica las bases de cinco plazas de Técnico de Gestión

The Lucena City Council has modified the regulatory bases of the competitive examination (concurso-oposición) called to fill five positions of General Administration Management Technician reserved for internal promotion. This is done via Mayoral Resolution no. 2026/000010454, dated October 26, 2026, which is published in full in the Official Gazette of the Province of Córdoba no. 209, dated October 28, 2026 (reference BOP-A-2026-3644, pages 15598 to 15600). The change comes after the City Council partially upheld the appeal for reversal filed by two applicants against the original bases.

The original call was approved by Mayoral Resolution no. 2026/00007799, dated August 6, 2026, for five positions in the Management Subscale, General Administration Scale, classification group A, subgroup A2, through the competitive examination system. Its bases were published in the BOP of Córdoba no. 154, dated August 11, 2026; an extract in the Official Gazette of the Regional Government of Andalusia no. 164, dated August 25, 2026; and the call announcement in the Official State Gazette no. 222, dated September 8, 2026.

Partially upheld appeal and Board ruling

On October 14, 2026, Mayoral Resolution no. 2026/00009847 partially upheld the appeal for reversal filed jointly by Antonio Rodríguez García and Manuel Alejandro Merino Villar against the resolution of August 6. That ruling already ordered the modification of the bases in the terms resulting from the negotiation in the General Specific Negotiation Board for civil service personnel.

The corrected bases were submitted to that body in the session of October 19, 2026, in compliance with article 54.B.h) of the Framework Agreement regulating the relations between the City Council and its personnel (BOP no. 146, dated June 26, 1999). The resolution is issued under article 21.1.g) of Law 7/1985, of April 2, regulating the Bases of the Local Regime, and bears the signature of the mayor, Aurelio Fernández García.

New scale for the competition phase

The competition phase will be held first, with a maximum of four points, and is now structured into five subsections:

  • Work carried out at the City Council in positions within the Technical or Management sub-scales: 0.12 points per full year, with a cap of 1.20 points.
  • Seniority: 0.08 points per full year of service at the City Council, up to 1.20 points.
  • Consolidated horizontal career level: 0.80 points for the maximum level of the group and subgroup of origin; 0.60 for the first lower level; 0.40 for the second, with a maximum of 0.80.
  • Each academic qualification higher than that required for access: 0.20 points, up to 0.40.
  • Training and professional development courses from public administrations related to the positions: 0.01 points per teaching hour, with a cap of 0.40.

Exemption from the first exercise of the competitive examination

An exemption from the first exercise is introduced in the competitive examination phase. Those who, as of the date of publication of the call in the BOE, have passed a competitive examination or competitive merit-based process for access to the sub-scale of origin shall be exempt from taking it. In such cases, they will be assigned half a point, the minimum score to pass, although they may choose to take the exam and will then be subject to the grading rules of the bases. The resolution also reorders the bases starting from the second of those numbered eighth, which will now be numbered ninth and following.

New period of twenty business days

The City Council will publish the resolution in the BOP of Córdoba, an extract in the BOJA, and a new call announcement in the BOE with the modified bases. A new application period of twenty business days will open from the day following that state publication. Applications submitted during the first period, opened after the announcement of September 8, 2026, are retained for all purposes; interested parties may provide complementary documentation or withdraw and request the refund of the examination fee provided for in base 6.3.

The change directly affects municipal personnel aspiring to these five positions, as the new scale rewards work carried out and seniority within the City Council itself and adds a path for exemption from the examination for those who have already passed an internal selection process. Applicants must stay alert to the publication of the announcement in the BOE, as the calculation of the new application period depends on it.
