Los Barrios initially approves the modification of the PGOU in Palmones

The Plenary of the Most Excellent City Council of Los Barrios, in an ordinary session held on July 13, 2026, initially approved the “Specific Modification of the PGOU of the Application Ordinance Zone in the Block between C/ Cartagena and C/ Salvador Calvo Bautista, in Palmones. Los Barrios (Cádiz)”. The agreement is published in the Official Gazette of the Province of Cádiz no. 190, dated October 1, 2026, under announcement number 312.290, and opens a public information period of no less than twenty days.

Regulatory Framework and Resolving Body

The agreement is adopted under article 78.1 of Law 7/2021, of December 1, for the promotion of the sustainability of the territory of Andalusia, and article 104.1 of the General Regulation of said law, approved by Decree 550/2022, of November 29, as well as article 22.2.c) of Law 7/1985, of April 2, regulating the Bases of the Local Regime.

The resolution is signed on September 14, 2026, by the Councilor for Urban Planning, Sara Lobato Herrera, by virtue of Decree no. 1311/2023, of June 27, on delegation. The initiative was presented by Mr. Álvaro García López, representing R/ Familia Calvo Campoy and Campoy Sánchez.

Public Information and Notifications

The file is submitted for public information through several channels:

• The Official Gazette of the Province of Cádiz.
• The electronic office of the City Council of Los Barrios.
• The Corporation’s Notice Board.
• One of the provincial newspapers with the widest circulation.
• The municipal Transparency Portal.

The exhibition period shall not be less than twenty days. The agreement also provides for personal notification to the owners included within the scope of action and notification to the city councils of the neighboring municipalities.

Mandatory Reports and Cadastral Scope

A mandatory report will be requested from the Department competent in matters of Territorial Planning and Urbanism, in accordance with article 107 of the LISTA Regulation, with an issuance period of three months starting from the day following the submission of the documentation. A mandatory health impact report will also be required from the Department competent in matters of Health and Consumption, according to article 14 of Decree 169/2014, of December 9.

The scope of the modification comprises thirteen cadastral references, including:

• 1065167TF8016N0001RW, 1065168TF8016N0001DW, 1065169TF8016N0001XW, 1065165TF8016N0001OW and 1605122TF8016N0001YW.
• Plot with several properties under horizontal division: 1065121TF8016N0001BW, 1065121TF8016N0002ZE and 1065121TF8016N0003XR.
• Another plot with horizontal division: 1065120RF8016N0001AW and 1065120TF8016N0002SE.
• 1065181TF8016N0000YQ, 1065118TF8016N0001BW, 1065119TF8016N0001YW, 1065164TF8016N0001MW, 1065163TF8016N0001FW and 1065162TF8016N0001TW.

What this implies for those affected

The initial approval does not close the file: it opens the phase in which the owners of the included plots and the neighbors of the area can consult the approved document and submit any allegations they deem appropriate. As this is a modification of the general planning, the change in the applicable ordinance in this block of Palmones may alter the building conditions and land use of the affected properties.

The procedure will continue with the issuance of the mandatory sectoral reports and the resolution of the allegations submitted before the final approval, which is the responsibility of the competent administration for land use and urban planning.
