Lleida approves the 2026 employment offer with 64 civil servant positions

The Local Governing Board of the Lleida City Council approved on October 8, 2026, the Public Employment Offer (OPO) corresponding to the 2026 financial year, consisting of 64 civil servant positions. The agreement is published in the Official Gazette of the Province of Lleida no. 198, of October 16, 2026, with the official reference CVE BOP-2026_0_198_8588 (edict 8588, pp. 1-2). The document is signed by the Deputy Mayor of the Department of Good Governance, Carme Valls Llaràs.

The publication is made in accordance with article 70.2 of Royal Legislative Decree 5/2015, of October 30, which approves the revised text of the Law of the Basic Statute of the Public Employee. The offer is structured into three blocks: open-access positions via the competitive examination system (concurs oposició), positions via the examination system (oposició), and internal promotion positions. Positions marked with an asterisk will be awarded, in accordance with the thirtieth additional provision of Legislative Decree 1/1997, of October 31, to applicants who have passed the selection process without obtaining a position, according to the order of successful applicants.

53 open-access positions via competitive examination

The main block of the offer, intended for new civil servant personnel, includes the following positions:

• 1 public health technician position (group A1, special scale, senior technician)
• 1 senior cultural management technician position (A1)
• 2 general administration technician positions (A1)
• 1 computer engineer position (A1)
• 1 telecommunications engineer position (A1)
• 1 technical computer engineer position (A2)
• 2 technical architect positions (A2)
• 1 technical green spaces engineer position (A2)
• 4 nursery school teacher positions (A2)
• 1 intermediate-level technician position (A2)
• 1 electrician position (C2)
• 20 administrative assistant positions (C2)
• 1 management assistant position (C2)
• 5 inspection assistant positions (C2)
• 4 school janitor positions (AP)
• 2 subordinate/orderly positions (AP)
• 1 market warden position (AP)
• 4 works and services operator positions (AP)

Most of these positions correspond to the special scale, technical sub-scale, or special services, while the administrative assistant and janitor, subordinate, and orderly positions are categorized under the general scale.

Eight Urban Guard officers and three internal promotion positions

The second block is filled via the examination system and affects the local police force:

• 8 Urban Guard officer positions (basic scale, local police, group C1)

The third block is reserved for internal promotion, also via the competitive examination system:

• 3 works and services official positions (C2, special scale, special services, trade personnel)

Publication, deadlines, and appeals

The agreement provides for the publication of the resolution in the official gazettes and on the electronic headquarters of the Lleida City Council. Against this administrative act, which exhausts administrative remedies, an optional appeal for reversal may be filed before the body that issued it within one month, starting from the day following the receipt of the notification. Alternatively, a contentious-administrative appeal may be filed before the Contentious-Administrative Section of the Lleida Court of First Instance within two months, in accordance with articles 123 and 124 of Law 39/2015, of October 1, and article 46 of Law 29/1998, of July 13. If the appeal for reversal is chosen, the contentious-administrative appeal cannot be filed until the former is expressly resolved or a presumed dismissal occurs.

With this offer, the Lleida City Council opens one of the broadest selection processes of the year in the city, with 64 positions ranging from senior technical roles to subordinate staff. Those interested in working for the local administration of Lleida thus have a frame of reference to prepare for future calls, which must be specified in the rules and deadlines of each selection process.
