Llamkasun Perú transfiere 129 millones a 693 gobiernos locales para empleo temporal

The “Llamkasun Perú” Temporary Employment Program was authorized to transfer S/ 129,148,581.00 to 693 public sector executing agencies, mostly local governments, to finance immediate intervention activities in targeted districts. The decision is detailed in Supreme Decree No. 019-2026-TR, published on Thursday, October 22, 2026, in the Legal Norms section of the Official Gazette El Peruano (p. 30). The regulation was endorsed solely by the Minister of Labor and Employment Promotion, Juan Manuel Kosme Sheput Moore, and bears the signature of President Keiko Sofía Fujimori Higuchi, in Lima, on October 21, 2026.

The legal basis is Article 13 of Law No. 32513, the Public Sector Budget Law for Fiscal Year 2026, which exceptionally authorizes transfers from the Ministry of Labor and Employment Promotion (MTPE) to local governments for this program and mandates that they be approved via supreme decree endorsed only by the head of the sector. The program was created by Supreme Decree No. 012-2011-TR and operates under the Operations Manual approved by Ministerial Resolution No. 025-2024-TR; this transfer corresponds to intervention modality 1 – Regular, aimed at mitigating seasonal shocks of underemployment, unemployment, and poverty.

Operation figures

  • Authorized amount: S/ 129,148,581.00 (one hundred twenty-nine million one hundred forty-eight thousand five hundred eighty-one and 00/100 soles).
  • Executing agencies: 693 local governments, with an equal number of signed agreements.
  • Funded activities: 693 immediate intervention activities (AII-95) within the scope of the 2026-II geographic targeting of the program.
  • Estimated temporary jobs: 35,253.
  • Eligible list: approved by Directoral Resolution No. 000151-2026-MTPE/3/24.1, which comprises 694 activities for a total contribution of S/ 129,314,090.00 and an estimate of 35,297 jobs.

The difference between the two universes—694 listed activities versus 693 effectively signed agreements—explains the adjustment of the final amount, according to the recitals of the decree. Directoral Resolution No. 000140-2026-MTPE/3/24.1 approved Directive No. 00014-2026-MTPE/3/24.1, which regulates the financing of these activities and includes the schedule and budget per district.

Origin and destination of the funds

Article 2 of Supreme Decree No. 019-2026-TR specifies that the resources are funded by the budget of Pliego 012: Ministry of Labor and Employment Promotion, Executing Unit 005: Program for the Generation of Inclusive Social Employment “Trabaja Perú”, under budget category 0073. Program for the Generation of Inclusive Social Employment – Trabaja Perú, activity 5006294. Transfer of resources for the execution of projects and activities. The expenditure category is 5. Current Expenditure, generic 2.4 Donations and Transfers, funded by source 1. Ordinary Resources.

Article 3 warns that the funds may not be used, under responsibility, for purposes other than those for which they are transferred. The formal request came from the Executive Directorate of the program via Official Letter No. 002528-2026-MTPE/3/24.1, and had a favorable budgetary opinion from the General Office of Planning and Budget (Report No. 000607-2026-MTPE/4/9.2) and a legal opinion from the General Office of Legal Counsel (Report No. 000211-2026-MTPE/4/8).

Monitoring and publicity of the regulation

Article 4 assigns the program the responsibility of carrying out the tracking, supervision, control, monitoring, and verification of the fulfillment of goals and targets, in line with numeral 13.3 of article 13 of Law No. 32513. If non-compliance with the obligations of the executing body is detected, the program will arrange the actions provided for in the agreement and within the current legal framework.

Article 5 provides that the supreme decree and its annex be published on the digital site of the MTPE (www.gob.pe/mtpe) on the same day as its appearance in El Peruano. Furthermore, the regulation is exempt from presenting an Ex Ante Regulatory Impact Analysis file, as it is a financial transfer authorization from the State, according to Supreme Decree No. 023-2025-PCM.

The transfer is added to a series of similar operations approved during 2026, including Supreme Decree No. 011-2026-TR, which allocated S/ 38,340,508.00 to 214 agreements of the 2026-I program, and Supreme Decree No. 013-2026-TR, for S/ 2,274,316.00 and 13 agreements from the third group of the same period.

The scope of the measure is twofold: it injects fresh resources into 693 municipalities that execute labor-intensive works for unskilled labor and sustains the income of thousands of families in districts with high labor vulnerability. With an estimated 35,253 temporary jobs, the decree becomes one of the largest transfers of the program in the current fiscal year, although its real effect will depend on the execution capacity of each local government and the control exercised by the MTPE over the use of the funds.
