The examination phase is prior and eliminatory, representing 60% of the total score. It consists of a single theoretical-practical multiple-choice test of 40 questions, with four alternative answers and no penalty for errors, which must be completed in a maximum of 80 minutes; a minimum of 5 points out of 10 is required to pass.
The competition phase provides the remaining 40% and evaluates:

Ties will be resolved by the score in the competitive examination and, if it persists, in alphabetical order starting from the letter “V”.
Tribunal, appointment and taking office
The Qualifying Tribunal will be technical in nature and will be composed of a president and four members, one of whom will act as secretary, all of whom shall be career civil servants with qualifications equal to or higher than those required. Its composition will be published on the notice board along with the final list of admitted and excluded candidates.
The proposed candidate will have five business days to prove compliance with the requirements and must take office within five business days from the notification of the appointment, following an oath or promise. The resolution bears the signature of the mayor-president, José Eric Escobedo Jiménez, and the acting secretary, Norberto Manuel Recio Medina.
The call for applications opens an internal promotion route reserved for municipal staff and reinforces the administrative staff of the city council, which must resolve the process through the electronic office and the municipal edicts board, where successive announcements will be published.
