Land Transport Authority vests six private parcels for new roads across Singapore

The Land Transport Authority has declared that six privately held land parcels at five locations across Singapore shall vest in the Government for the construction of new roads and road improvements, with effect from 23 October 2026. The declaration was made under section 14 of the Street Works Act 1995 and published in the Republic of Singapore Government Gazette No. 6286 of Friday, 23 October 2026, first released at 9 am on www.egazette.gov.sg. The notice carries the signature of Dr Tan Pui Lai, Director, Geomatics & Land (DGL) at the Land Transport Authority.

Street reserves already set aside

The declaration states that the parcels “have been set aside as street reserves pursuant to the planning proposals approved by the Competent Authority appointed under the Planning Act 1988”. It adds that the land is “required for the purpose of constructing new roads/road improvement” and has been incorporated in the plans lodged with the Chief Surveyor.

The six lots together total 363.2 square metres, ranging from a 20.1 square metre strip at Wan Tho Avenue to a 113.0 square metre parcel at Science Park Drive. Each parcel is tied to a specific approved plan and a corresponding plan number, and the underlying planning approvals span seven years, from July 2019 to June 2026.

The five locations and their parcels

  • Cavan Road: Lot 3108P TS 17, 89.1 sq m, approved plan WPP1_ES20260608R0192.ent dated 24.06.2026, plan CP 93656.
  • Dunearn Road: Lot 1388K TS 28, 64.9 sq m, approved plan WPP1_ES20180712R0200.ent dated 17.07.2019, plan CP 92855.
  • Lorong 9 Geylang: Lot 11454W Mk 24, 27.3 sq m, and Lot 11455V Mk 24, 48.8 sq m, approved plan WPP1_ES20260406R0160.ent dated 07.05.2026, plan CP 93493.
  • Science Park Drive: Lot 5820T Mk 03, 113.0 sq m, approved plan WPP1_ES20250429R0206.ent dated 29.08.2025, plan CP 93242.
  • Wan Tho Avenue: Lot 11435C Mk 24, 20.1 sq m, approved plan WPP1_ES20260202R0159.ent dated 06.02.2026, plan CP 93506.

Lorong 9 Geylang is the only location in the schedule with two separate lots, both within Mukim 24, the same mukim as the Wan Tho Avenue parcel. The remaining three sites are identified by town subdivision — TS 17 for Cavan Road and TS 28 for Dunearn Road — or by Mukim 03 for Science Park Drive.

A power exercised repeatedly this year

Section 14 declarations of this kind have appeared regularly in the gazette in recent months, each signed by the same director at the Land Transport Authority. On 28 August 2026, Gazette No. 4920 vested parcels at Anderson Road, Meyer Road, River Valley Road and Still Road, including two lots each at River Valley Road and Still Road.

On 2 October 2026, Gazette No. 5795 vested five parcels at Holland Road, Jalan Ulu Siglap, Koon Seng Road, Meng Suan Road and Tomlinson Road, the largest being a 253.5 square metre lot at Tomlinson Road. The October notice cited the Planning Act 1998, while the 23 October declaration refers to the Planning Act 1988.

What it means for owners and residents

The declaration takes effect from its own date, meaning the parcels pass to the Government on 23 October 2026 rather than after a later transition period. For affected owners along the five roads, the notice is the formal trigger for the loss of the land, and the plan numbers published alongside each lot identify precisely which strip of each site is affected. Because the parcels are small relative to typical residential lots, the practical effect is likely to be felt as boundary adjustments and reserve strips along road frontages rather than wholesale clearance of sites.
