Lanbide Basque Public Employment Service has published the modification of its list of positions in issue number 189 of the Official Gazette of the Basque Country, on October 2, 2026, with official reference 2026/4085. The publication was made through the Resolution of Director General Francisco Pedraza Moreno dated September 21, 2026, which incorporates the Agreement approved by the Administrative Council of Lanbide at its meeting on July 23, 2026. The modification creates 25 new allocations and reorganizes the attachment of positions within the organization.
Lanbide was established as a public-private entity as a result of Law 15/2023, the Employment Law of December 21, 2023, and the transformation was implemented on June 1, 2025, together with the statutes approved by Decree 93/2025, of April 29, 2025. Article 11.f) of said decree assigns to the Administrative Council the responsibility of approving the list of positions, upon proposal by the General Directorate, and publishing it in the Official Gazette of the Basque Country.
Lists of positions are tools for organizing the internal structure of public administrations and must be updated periodically to comply with what is provided in articles 45 and 46 of Law 11/2022, the Public Employment Law of December 1, 2022. As background, the Order of the Minister of Governance, Digital Administration and Self-Government dated May 21, 2025, specified the list of civil servants and contract employees attached to Lanbide, and the Resolution of October 28, 2025, modified it.
The 25 created allocations
Annex I of the Resolution lists the new positions created, both for civil servants and contract employees:
- One allocation for the position of Legal Advisor with code L510060, with allocation number 354.
- 17 allocations for the position of Employment and Unemployment Benefit Technician with code VL510200, with numbers from 260 to 276.
- One allocation for the position of Employment and Unemployment Benefit Manager with code VL510201, with number 10.
- Two allocations for the position of IT Technician with code VL510280, with numbers 83 and 84.
- One allocation for the position of Employment Office Technician with code VL512120, with number 11.
- One allocation for the position of Quality and Evaluation Manager with code VL512121, with number 2.
- One allocation for the position of Benefits Inspection Manager with code L512171, with number 2.
- One allocation for the position of General Administrator with code VL520040, with number 1039.
Attachment of positions and conditions
The modification does not only create new positions: the attachment of positions that previously existed is also adjusted in the same annex, including among others legal advisors, employment technicians, IT technicians, administrative management technicians, employment office technicians, inspectors, and general administrators.
- The destination of the positions is distributed among the territorial offices of Vitoria-Gasteiz, Bizkaia (Bilbao), Gipuzkoa (Donostia-San Sebastian), and Araba (Vitoria-Gasteiz).
- The amounts of specific complementary supplements are determined according to the level, for example, 17,496.36 euros for level III-C and 11,750.20 euros for level VI-C.
- Each position is assigned a language requirement and a mandatory date, and the dedication is expressed as one hundred percent in all cases.
Entry into force and appeals
- The agreement will take effect from the day following its publication, that is, from October 3, 2026.
- Interested parties have a period of one month to file an appeal for reconsideration before the Governing Council.
- Alternatively, a contentious-administrative appeal may be filed within two months at the Contentious-Administrative Court of Vitoria-Gasteiz.
The changes reflect the final step of the structural adjustment carried out since Lanbide was established as a public-private entity, and establish the basis for organizing the staff of both the organization’s central services and territorial offices. The publication affects public employees and the supply processes of positions, and clearly specifies the deadlines for entry into force and the channels for appeal.
