Lanbide-Basque Public Employment Service announced the approval of the general bases for filling temporary employment pools in issue number 209 of the Official Gazette of the Basque Country on November 2, with official reference 2026/4602. The announcement, signed by Director General Francisco Pedraza Moreno on October 27, establishes that the period for submitting applications begins the day following its publication in the gazette and ends on November 20.

The announcement is located under the oppositions and competitions section of the Authorities and Personnel category. It does not publish the text of the bases themselves, but rather notifies their approval: the full text of the bases is available in the Public Employment Portal of the Lanbide agency, on the agency’s website (www.lanbide.euskadi.eus). This means that interested parties must consult that portal for the requirements, the evaluation of merits, and the functioning of the pools.

Lanbide-Basque Public Employment Service is a private public entity, as specified by the regulations of Law 15/2023, of December 21, on Employment. The transformation became effective on June 1, 2025, when the statutes approved by Decree 93/2025, of April 29, entered into force. The statutes designate the Board of Directors as the highest body for management and control, which has a tripartite parity composition: five representatives from the public sector, five from trade union organizations, and five from business organizations.

In this context, regulating the pools of temporary contract workers is a fundamental tool to ensure the daily operation of the organization, always within the framework established by Law 11/2022, of December 1, on Basque Public Employment for the selection of public employees and temporary hiring.

Deadline and procedure

The announcement provides three pieces of data, which are the most important for interested parties:

  • Publication date: Monday, November 2, 2026, issue number 209.
  • Application period: begins the day following publication in the gazette, that is, November 3.
  • Deadline: November 20, 2026.
  • Objective: to submit an application to enter the corresponding employment pool.

The announcement does not specify which job categories or types of positions are included in the call, nor how many places are planned. This information must be consulted in the text of the bases and in the Public Employment Portal, and candidates must start from there to prepare their application.

Staff growth, in the background

This call does not come alone. On October 2, Lanbide published the change to its list of positions, under resolution 2026/4085, following the agreement approved by the Board of Directors at its meeting on July 23, 2026. The change created twenty-five new allocations and redefined several positions.

Updating these lists is an organizational tool required by articles 45 and 46 of the Ley 11/2022 regulation, and it is a step toward strengthening the organization’s structure. When new allocations increase temporary needs, job banks are the means to cover them, being faster than the standard selection process.

What it implies for candidates

Entering a job bank does not guarantee an employment contract, but it provides the opportunity to receive the first call in summons to fill temporary positions, provided it is according to the order and scales established in the bases. Therefore, the deadline is not a mere formality: from then on, the candidate will either be inside the bank or not.

Candidates must take into account the general conditions included in the bases, the documentation to be submitted, and the evaluation criteria, and the request must be completed before the deadline expires. The information published on the public portal is the sole reference, and this announcement does not add any additional information to the text of the bases.

Finally, the summons have an impact regarding the activity of the organization itself: at a time when the number of employees is increasing, the stability of the banks protects the continuity of the service, and at the same time opens a door for people who meet the conditions to approach public employment. The deadlines, therefore, have a specific date: November 20th.
