La Vall d'Uixó approves the PAI Belcaire C and submits it to Urban Planning

The Plenary of the City Council of La Vall d’Uixó, in a session held on September 2, 2026, approved the selection of the technical alternative for the Integrated Action Program (PAI) of the execution unit of the “Belcaire C” sector of developable land of the General Plan, as well as the provisional approval of the Planning Homologation and the Partial Plan. The agreement is published in the Official Gazette of the Province of Castellón number 114, dated September 22, 2026, in the Local Administration section, with the official reference 04018-2026. The resolution refers the proceedings to the Territorial Urban Planning Service for final approval.

The file is processed via indirect management at the request of the company Blumaq Belcaire, S.L., which submitted the initiation document on August 5, 2022. Mayoral Decree 3605/2022, dated September 12, opted for this route and admitted the initiative for processing. The agreement is adopted under article 130 of the TRLOTUP and articles 22.2.c) and 47 of Law 7/1985, of April 2, as it is an act that ends the administrative route and requires an absolute majority of the Plenary.

Four years of urban planning processing

The processing accumulates several previous milestones. The Environmental Evaluation Commission of the Generalitat, in a session on January 25, 2024, issued the scoping document. The Plenary of March 27, 2024 approved the programming bases for the selection of the technical alternative and the awarding of the developer status, with a three-month period to submit proposals. A single proposal was admitted, that of Blumaq Belcaire, S.L.

Mayoral Decree 4541/2024, dated November 13, submitted the technical alternative to public information for 45 business days via an announcement in the DOGV and in widely circulated written press, in addition to requesting reports from the affected administrations and notifying the cadastral and registry holders. The Plenary of July 30, 2025 gave its approval to the technical alternative and the file was referred to the environmental body, which on May 5, 2026 issued the strategic environmental and territorial statement. The modified documentation was completed on September 1, 2026.

Documents comprising the technical alternative

The chosen alternative, with the modifications derived from the environmental statement, consists of:

• Approval of the planning and Partial Plan.
• Reports from supply companies.
• Gender impact annex, compensation annex, and childhood annex.
• Water resources report and integration conditions memory annex.
• Strategic environmental and territorial study and landscape integration study.
• Viability report and economic sustainability report.
• Ethnological report, acoustic impact study, and traffic study.
• Modifications introduced to comply with the conditions of the Strategic Environmental and Territorial Declaration.

The favorable reports from the head of Technical Services, the Environment technician, and the Municipal Comptroller, dated September 1, 2026, support the agreement.

Voting and appeals

The agreement was adopted with 20 votes in favor from the GMS, GMEU, GMP, GMV groups and 1 from GMC, and the abstention of Jorge Marqués, from GMC. Against the resolution, which ends the administrative route regarding the selection of the technical alternative, the following are available:

• Optional appeal for reversal before the same body, within a period of one month.
• Contentious-administrative appeal before the Contentious-Administrative Section of the Court of First Instance of Castellón de la Plana, within a period of two months.

The announcement was signed in La Vall d’Uixó on September 8, 2026, by the mayor, Tania Baños Martos.

The provisional approval unlocks a new developable area in the municipality and now transfers the final decision to the Generalitat. The definitive approval by the Territorial Urban Planning Service will be what enables the execution of the sector and the effective awarding of the developer status to Blumaq Belcaire, S.L.
